Bill Title: Amends the State Officials and Employees Ethics Act. Provides that any candidate for an executive branch constitutional office, any member of the General Assembly, any candidate for the General Assembly, any political caucus of the General Assembly, or any political committee on behalf of any of the foregoing may not hold a political fundraising function in Sangamon County on any day the legislature is in session. Removes provision allowing (i) a member of the General Assembly whose legislative or representative district is entirely within Sangamon County or (ii) a candidate for the General Assembly from that legislative or representative district to hold a political fundraising function in Sangamon County on any day the legislature is in session. Removes language specifying the period of time in which fundraising in Sangamon County is prohibited or allowed.

5 ILCS 430/5-40

Amends the State Officials and Employees Ethics Act. 1 AN ACT concerning government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The State Officials and Employees Ethics Act is
5amended by changing Section 5-40 as follows:
6 (5 ILCS 430/5-40)
7 Sec. 5-40. Fundraising in Sangamon County. Except as
8provided in this Section, any executive branch constitutional
9officer, any candidate for an executive branch constitutional
10office, any member of the General Assembly, any candidate for
11the General Assembly, any political caucus of the General
12Assembly, or any political committee on behalf of any of the
13foregoing may not hold a political fundraising function in
14Sangamon County on any day the legislature is in session (i)
15during the period beginning February 1 and ending on the later
16of the actual adjournment dates of either house of the spring
17session and (ii) during fall veto session. For purposes of this
18Section, the legislature is not considered to be in session on
19a day that is solely a perfunctory session day or on a day when
20only a committee is meeting.
21 During the period beginning June 1 and ending on the first
22day of fall veto session each year, this Section does not apply
23to (i) a member of the General Assembly whose legislative or

2(ii) a candidate for the General Assembly from that legislative
3or representative district.
