Bill Title: Creates the Higher Education Fair Admissions Act. Provides that a public institution of higher education may not require applicants who are residents of Illinois to submit standardized college admissions test scores to the institution as a part of the admissions process. Provides that the submission of standardized test scores to the institution shall be at the option of the applicant. Requires the adoption of a policy. Effective January 1, 2022.

AN ACT concerning education.
| ||||
Be it enacted by the People of the State of Illinois,
| ||||
represented in the General Assembly:
| ||||
Section 1. Short title. This Act may be cited as the Higher | ||||
Education Fair Admissions Act.
| ||||
Section 5. Definitions. In this Act: | ||||
"Institution of higher education" or "institution" means | ||||
the University of Illinois; Southern Illinois University; | ||||
Chicago State University; Eastern Illinois University; | ||||
Governors State University; Illinois State University; | ||||
Northeastern Illinois University; Northern Illinois | ||||
University; Western Illinois University; the public community | ||||
colleges of the State; and any other public universities, | ||||
colleges, and community colleges now or hereafter established | ||||
or authorized by the General Assembly. | ||||
"Standardized test score" means the composite score or any | ||||
subscores on the ACT or SAT college admissions test or any | ||||
other standardized college admissions test.

Section 10. Test-optional admission policy. | ||||
(a) Each institution of higher education shall adopt a | ||||
test-optional policy as part of its undergraduate admissions | ||||
process. Under this policy, an institution may not require |
applicants who are residents of the State of Illinois
to | ||
submit standardized test scores to the institution as a part | ||
of the admissions process, and the submission of standardized | ||
test scores to the institution shall be at the option of the | ||
applicant. | ||
(b) Subject to subsection (a), nothing in this Act shall | ||
be construed to limit the admissions requirements, standards, | ||
or policies of an institution of higher education.

Section 90. Rules. The Board of Higher Education may adopt | ||
any rules necessary to implement this Act.

Section 99. Effective date. This Act takes effect January | ||
1, 2022.
