1 | AN ACT concerning employment.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Youth Unemployment Task Force Act is amended | ||||||
5 | by changing Sections 10 and 15 as follows:
| ||||||
6 | (820 ILCS 83/10) | ||||||
7 | (Section scheduled to be repealed on January 1, 2018)

8 | Sec. 10. The Youth Unemployment Task Force. | ||||||
9 | (a) There is hereby created the Youth Unemployment Task | ||||||
10 | Force. | ||||||
11 | (b) The Task Force shall include the following members: | ||||||
12 | (1) the Secretary of Human Services, or his or her | ||||||
13 | designee; | ||||||
14 | (2) the Director of Commerce and Economic | ||||||
15 | Opportunities, or his or designee; | ||||||
16 | (3) a representative of a Chicago-based organization | ||||||
17 | focused on economic, educational, and social programs for | ||||||
18 | African Americans, appointed by the Secretary; | ||||||
19 | (4) a representative of a Chicago-based organization | ||||||
20 | that connects partner communities and member schools to | ||||||
21 | resources to improve outcomes of target populations, | ||||||
22 | appointed by the Secretary; and | ||||||
23 | (5) representatives of other community-based |

1 | organizations that focus on youth employment initiatives, | ||||||
2 | appointed by the Secretary. | ||||||
3 | (c) The Task Force shall meet to organize and select a | ||||||
4 | chairperson from the non-governmental members of the Task Force | ||||||
5 | upon appointment of a majority of the members. The chairperson | ||||||
6 | shall be elected by a majority vote of the members appointed to | ||||||
7 | the Task Force, and the elected chairperson of the Task Force | ||||||
8 | shall provide technical support and assistance to the Task | ||||||
9 | Force and shall be responsible for administering its operations | ||||||
10 | and ensuring that the requirements of this Act are met. | ||||||
11 | (d) The Task Force may consult with any persons or entities | ||||||
12 | it deems necessary to carry out its purposes. | ||||||
13 | (e) The members of the Task Force shall receive no | ||||||
14 | compensation for serving as members of the Task Force. | ||||||
15 | (f) The Task Force shall examine the State-wide youth | ||||||
16 | unemployment crisis, and its particular effect on young people | ||||||
17 | of color, including recommendations on how to improve | ||||||
18 | employment among young people of color in this State. | ||||||
19 | (g) The Task Force shall submit its findings and | ||||||
20 | recommendations to the General Assembly and the Governor on or | ||||||
21 | before October 1, 2018 January 1, 2017 .

22 | (h) The Task Force shall receive administrative support | ||||||
23 | from the Department of Human Services. | ||||||
