Bill Title: Amends the Election Code. Provides that for the 2020 general primary election, each election authority shall mail to every registered voter within that election authority's jurisdiction a vote by mail ballot. Provides that this provision is inoperative the day after the date of the 2020 general primary election. Provides that for any local election following the 2020 general primary election, a city may adopt an ordinance or resolution permitting the election authority with jurisdiction over the city to send every registered voter residing within that city a vote by mail ballot. Provides that if a city adopts the ordinance or resolution, then the election authority with jurisdiction over the city must mail every registered voter residing within that city a vote by mail ballot. Provides that ballots under the provisions must be mailed to voters a reasonable amount of time before the date of the election. Provides that the receipt of a ballot under the provisions does not prevent a voter from instead casting a ballot in person. Provides that the State Board of Elections may adopt any rules necessary to implement the provisions.

SYNOPSIS AS INTRODUCED:
10 ILCS 5/19-2.3 new

Amends the Election Code. 1 AN ACT concerning elections.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Election Code is amended by adding Section
519-2.3 as follows:
6 (10 ILCS 5/19-2.3 new)
7 Sec. 19-2.3. All-mail elections.
8 (a) For the 2020 general primary election, each election
9authority shall mail to every registered voter within that
10election authority's jurisdiction a vote by mail ballot that
11meets the requirements of this Article.
12 (b) Subsection (a) is inoperative the day after the date of
13the 2020 general primary election.
14 (c) For any local election following the 2020 general
15primary election, a city may adopt an ordinance or resolution
16permitting the election authority with jurisdiction over the
17city to send every registered voter residing within that city a
18vote by mail ballot. If a city adopts an ordinance or
19resolution under this subsection, then the election authority
20with jurisdiction over the city must mail every registered
21voter residing within that city a vote by mail ballot that
22meets the requirements of this Article.
23 (d) Ballots mailed under this Section must be sent to

1voters in a reasonable amount of time before the date of the
2election. The receipt of a ballot under this Section does not
3prevent a voter from instead casting a ballot in person.
4 (e) The State Board of Elections may adopt any rules
5necessary to implement this Section.
