Bill Title: Makes appropriations to boards of trustees of public institutions of higher education from the Education Assistance Fund for ordinary and contingent expenses for the fiscal year ending June 30, 2017. Makes appropriations to the Illinois Community College Board from the Education Assistance Fund for distribution to qualifying public community colleges for base operating and equalization grants for the fiscal year ending June 30, 2017. Makes appropriations to the Illinois Student Assistance Commission from the General Revenue Fund for grant awards to students eligible for the Monetary Award Program for the fiscal year ending June 30, 2017. Effective immediately.
