Bill Title: Amends the Local Government Debt Reform Act. In provisions concerning leases and installment contracts, provides for an exception to the prohibition on indebtedness exceeding the debt limits provided by applicable law if the indebtedness is incurred by a school district or regional office of education to purchase or lease equipment. Effective July 1, 2014.
