Bill Title: Amends the Illinois Vehicle Code. Defines "manual traffic law enforcement system". Provides that the provisions of the Code shall not be deemed to prevent local authorities with respect to streets and highways under their jurisdiction and within the reasonable exercise of the police power from allowing and regulating the use of a manual traffic law enforcement system. Effective immediately.
