Bill Title: Amends the Senate Rules. Makes changes to Senate Rules 2-2 and 2-3. Provides that no Senator may be elected to each of the following offices for more than 5 General Assemblies: President of the Senate and Senate Minority Leader. Provides that service prior to the 100th General Assembly and serving in either office while filling a vacancy in that office shall not be considered in the calculation of a Senator's service.
