Bill Title: Amends the Illinois Enterprise Zone Act. Provides that areas designated as enterprise zones in calendar year 2010 must have had an annual unemployment rate of 10% or more for calendar year 2009. Provides that areas designated as enterprise zones in calendar year 2011 must have had an annual unemployment rate of 10% or more for calendar year 2010. Effective immediately.
