Bill Title: Amends the Criminal Identification Act. Provides that records may not be expunged or sealed until 6 months after the petitioner's conviction for the offense or the petitioner's acquittal or release without being convicted unless the State's Attorney of the county where the charges were brought authorizes or agrees to the expungement or sealing of the records and files a statement to that effect with the court before the court grants the petition for expungement or sealing of the petitioner's records.
