Bill Title: Amends the Criminal Code of 2012. Provides that a person also commits residential burglary when he or she knowingly and without authority enters on the property of another, or any part thereof, with the intent to commit therein a theft of a motor vehicle. Provides that if a person while in possession of a relay vehicle theft device commits residential burglary by knowingly and without authority entering on the property of another, or any part thereof, with the intent to commit therein a theft of a motor vehicle, the penalty is a Class X felony. Defines "relay vehicle theft device". Effective immediately.
