Bill Title: Creates the Single-Payer Health and Universal Care System Act. Sets forth the findings of the General Assembly. Provides that in conjunction with the Department of Insurance, the Department of Healthcare and Family Services shall examine the feasibility of creating and implementing a health care access plan that accomplishes certain goals. Provides that the Department of Healthcare and Family Services shall issue a report of its findings and recommendations to the General Assembly on or before July 1, 2012. Effective immediately.
