Bill Title: Creates the Fair Athletic Competition Act. Requires the Illinois High School Association (IHSA), in conjunction with its Sports Medicine Advisory Committee, to develop and implement a program of random testing for steroids of individual athletes participating in interscholastic athletic programs under IHSA's purview. Provides that any student who possesses, ingests, or otherwise uses any substance on the IHSA list of banned substances, without a prescription by a fully licensed physician to treat a medical condition, shall be considered in violation of IHSA's by-laws and is subject to penalties approved by the IHSA Board of Directors. Sets forth what these penalties must include. Provides that a student athlete who refuses to consent to testing is not eligible for interscholastic competition and shall immediately forfeit his or her eligibility to participate in interscholastic competition for 365 days. Provides for confidentiality of test results. Effective immediately.
