Bill Title: Amends the Illinois Vehicle Code. Defines "high-end vehicle" as a vehicle having an estimated value of more than $50,000 at the time of initial registration. Provides that an owner of a high-end vehicle may choose to register the vehicle as a high-end vehicle for a fee twice the current standard registration fee. Provides that a high-end vehicle registration exempts the owner from placing a front license plate on the high-end vehicle.
