Bill Title: Amends the Children and Family Services Act. Provides that no later than July 1, 2020, the Department of Children and Family Services must enter into a contract with an independent third party to conduct a performance audit every 2 fiscal years to determine whether the Department is meeting its obligations under the Act and under any other applicable State or federal law. Provides that the first performance audit shall be conducted as soon as possible and shall review the Department's activities during State fiscal years 2019 and 2020. Provides that upon completion of each audit, the independent third-party shall report its findings to the General Assembly. Effective immediately.
