Bill Title: Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice for a merchant to impose a surcharge, transaction charge, or other additional fee upon a transaction involving the use of a credit card when the amount of the transaction before the imposition of taxes and any other fee is less than $5.
