Bill Title: Amends the Illinois Vehicle Code. Provides that the duration of a steady circular yellow or arrow signal for vehicular traffic facing the signal shall be for a reasonable period of time, not less than 3.2 seconds, between the termination of the green indication and the display of the red indication.
