Summary

Amends the Illinois Highway Code. Provides that statutory provisions concerning residency requirements for highway commissioners also apply to clerks. Provides that a board of trustees may contract with a neighboring township to provide highway commissioner or clerk services if the township has a population of less than 1,000 (rather than less than 500). Provides that a board of trustees in a county not under township organization that is organized as a commission form of government may (i) appoint a non-resident or a resident who has not resided in the district for one year to be a highway commissioner, or (ii) contact with a neighboring township to provide highway commissioner or clerk services if no qualified candidate who has resided in the road district for at least one year is willing to serve as highway commissioner or clerk.
