AMENDMENT TO SENATE BILL 3686
2 AMENDMENT NO. ______. Amend Senate Bill 3686 on page 2,
3immediately below line 11, by inserting the following:
4 ""Agency-sponsored household battery recycling program"
5means a household battery recycling program sponsored by the
6Agency where the Agency provides for the transport,
7processing, recycling, and other end-of-life management for
8household-generated batteries collected by Agency collection
9partners under grant funding provided by the U.S. Department
10of Energy on or after January 1, 2024."; and
11on page 2, immediately below line 22, by inserting the
12following:
13 ""Battery Stewardship Program" means a program implemented
14by a battery stewardship organization consistent with an
15approved battery stewardship plan."; and
16on page 3, line 20, by deleting "and"; and

1on page 3, line 23, by replacing "product." with "product;
2and"; and
3on page 3, immediately below line 23, by inserting the
4following:
5 "(6) a battery that is a component of a motor vehicle
6 or intended for use exclusively in motor vehicles."; and
7on page 4, immediately below line 8, by inserting the
8following:
9 ""Motor vehicle" includes automobiles, vans, trucks,
10tractors, motorcycles, and motorboats as defined in subsection
11(h) of Section 22.23 of the Environmental Protection Act. For
12purposes of this Act, "motor vehicle" also includes
13all-terrain vehicles as defined in Section 1-101.8 of the
14Illinois Vehicle Code and watercraft as defined in Section 1-2
15of the Boat Registration and Safety Act."; and
16on page 7, by deleting lines 21 through 23; and
17on page 13, line 14, after "sites", by inserting "supported by
18the battery stewardship program"; and
19on page 13, line 15, after "sites", by inserting "supported by
20the battery stewardship program"; and

1on page 15, line 10, by replacing "plan", with "plan, or the
2addition or removal of a collection location to the battery
3stewardship program because of changes to an Agency-sponsored
4household battery recycling program"; and
5on page 22, immediately below line 2, by inserting the
6following:
7 "(4) The collection location requirements set forth in
8paragraphs (2) and (3) of this subsection may be satisfied by
9collection locations participating in an Agency-sponsored
10household battery recycling program."; and
11on page 22, lines 5 through 7, by replacing "December 31, 2026
12for portable batteries and by no later than December 31, 2028
13for medium-format batteries" with "December 31, 2028"; and
14on page 39, immediately below line 2, by inserting the
15following:
16 "Section 95. Agency-sponsored household battery recycling
17program. If the Agency receives funding to support an
18Agency-sponsored household battery recycling program that
19operates concurrently with the Battery Stewardship Program
20that is the subject of this Act, the costs of collecting and
21managing batteries through the Agency-sponsored household
