2 | AMENDMENT NO. ______. Amend House Bill 1023 by replacing | ||||||
3 | everything after the enacting clause with the following:
| ||||||
4 | "Section 5. The Department of Central Management Services | ||||||
5 | Law of the
Civil Administrative Code of Illinois is amended by | ||||||
6 | changing Section 405-525 as follows:
| ||||||
7 | (20 ILCS 405/405-525) | ||||||
8 | (Section scheduled to be repealed on December 31, 2017) | ||||||
9 | Sec. 405-525. Support Your Neighbor Commission. | ||||||
10 | (a) The Support Your Neighbor Commission is created within | ||||||
11 | the Department of Central Management Services to help increase | ||||||
12 | the number of American and Illinois made products procured and | ||||||
13 | sold by the State. | ||||||
14 | (b) The Commission shall be composed of: | ||||||
15 | (1) one member appointed by the Speaker of the House of | ||||||
16 | Representatives; |

1 | (2) one member appointed by the Minority Leader of the | ||||||
2 | House of Representatives; | ||||||
3 | (3) one member appointed by the President of the | ||||||
4 | Senate; | ||||||
5 | (4) one member appointed by the Minority Leader of the | ||||||
6 | Senate; | ||||||
7 | (5) one member appointed by the Governor to represent | ||||||
8 | labor organizations representing manufacturing employees | ||||||
9 | with over 500,000 members; | ||||||
10 | (6) one member appointed by the Governor to represent | ||||||
11 | auto workers' unions; | ||||||
12 | (7) one member appointed by the Governor to represent | ||||||
13 | machinist workers' unions; | ||||||
14 | (8) one member appointed by the Governor to represent | ||||||
15 | garment workers' unions; | ||||||
16 | (9) one member appointed by the Governor to represent | ||||||
17 | statewide business groups representing American | ||||||
18 | manufacturers; | ||||||
19 | (10) one member appointed by the Governor to represent | ||||||
20 | the auto industry manufacturing sector; | ||||||
21 | (11) one member appointed by the Governor to represent | ||||||
22 | the interests of construction equipment and farm implement | ||||||
23 | manufacturing; and | ||||||
24 | (12) one member appointed by the Governor to represent | ||||||
25 | the interests of the American garment industry. | ||||||
26 | (c) In addition to the members listed in subsection (b) of |

1 | this Section, each of the following, or their designee, shall | ||||||
2 | serve as an ex-officio non-voting member of the Commission: the | ||||||
3 | Director of Central Management Services, the Director of Labor, | ||||||
4 | the Director of Commerce and Economic Opportunity, the | ||||||
5 | Executive Director of the Board of Higher Education, the | ||||||
6 | Secretary of Transportation, and the Director of Natural | ||||||
7 | Resources. | ||||||
8 | (c-5) Members appointed by the Governor shall be appointed | ||||||
9 | within 60 days after the effective date of this amendatory Act | ||||||
10 | of the 100th General Assembly. | ||||||
11 | (d) Appointed members shall serve a term of 4 years. The | ||||||
12 | initial terms for members of the Commission shall commence on | ||||||
13 | January 26, 2015. | ||||||
14 | (e) The members of the Commission shall serve without | ||||||
15 | compensation but shall be reimbursed for their reasonable and | ||||||
16 | necessary expenses, including travel expenses, from | ||||||
17 | appropriations to the Department of Central Management | ||||||
18 | Services available for that purpose and subject to the rules of | ||||||
19 | the appropriate travel control board. | ||||||
20 | (f) Except ex-officio members, the members of the | ||||||
21 | Commission shall be considered members with voting rights. A | ||||||
22 | quorum of the Commission members shall consist of a majority of | ||||||
23 | the members of the Commission. All actions and recommendations | ||||||
24 | of the Commission must be approved by a majority vote of the | ||||||
25 | members. | ||||||
26 | (g) Vacancies occurring among the members shall be filled |

1 | in the same manner as the original appointment for the | ||||||
2 | remainder of the unexpired term. Members are eligible for | ||||||
3 | reappointment. | ||||||
4 | (h) The Commission shall file a report by December 31 of | ||||||
5 | each year with the Department of Central Management Services. | ||||||
6 | This report shall be posted on the Internet website of the | ||||||
7 | Department of Central Management Services. | ||||||
8 | (i) This Section is repealed on January 31, 2019 December | ||||||
9 | 31, 2017 .

11 | Section 99. Effective date. This Act takes effect upon | ||||||
12 | becoming law.".
