1 | AMENDMENT TO HOUSE BILL 201
| ||||||
2 | AMENDMENT NO. ______. Amend House Bill 201 by replacing | ||||||
3 | everything after the enacting clause with the following:
| ||||||
4 | "Section 1. Short title. This Act may be cited as the Youth | ||||||
5 | Unemployment Task Force Act of 2018.
| ||||||
6 | Section 5. Definitions. As used in this Act: | ||||||
7 | "Department" means the Department of Human Services. | ||||||
8 | "Secretary" means the Secretary of Human Services. | ||||||
9 | "Task Force" means the Youth Unemployment Task Force.
| ||||||
10 | Section 10. The Youth Unemployment Task Force. | ||||||
11 | (a) There is hereby created the Youth Unemployment Task | ||||||
12 | Force. | ||||||
13 | (b) The Task Force shall include the following members: | ||||||
14 | (1) the Secretary of Human Services, or his or her | ||||||
15 | designee; |

1 | (2) the Director of Commerce and Economic | ||||||
2 | Opportunities, or his or designee; | ||||||
3 | (3) a representative of a Chicago-based organization | ||||||
4 | focused on economic, educational, and social programs for | ||||||
5 | African Americans, appointed by the Secretary; | ||||||
6 | (4) a representative of a Chicago-based organization | ||||||
7 | that connects partner communities and member schools to | ||||||
8 | resources to improve outcomes of target populations, | ||||||
9 | appointed by the Secretary; and | ||||||
10 | (5) representatives of other community-based | ||||||
11 | organizations that focus on youth employment initiatives, | ||||||
12 | appointed by the Secretary. | ||||||
13 | (c) The Task Force shall meet to organize and select a | ||||||
14 | chairperson from the non-governmental members of the Task Force | ||||||
15 | upon appointment of a majority of the members. The chairperson | ||||||
16 | shall be elected by a majority vote of the members appointed to | ||||||
17 | the Task Force, and the elected chairperson of the Task Force | ||||||
18 | shall provide technical support and assistance to the Task | ||||||
19 | Force and shall be responsible for administering its operations | ||||||
20 | and ensuring that the requirements of this Act are met. | ||||||
21 | (d) The Task Force may consult with any persons or entities | ||||||
22 | it deems necessary to carry out its purposes. | ||||||
23 | (e) The members of the Task Force shall receive no | ||||||
24 | compensation for serving as members of the Task Force. | ||||||
25 | (f) The Task Force shall examine the State-wide youth | ||||||
26 | unemployment crisis, and its particular effect on young people |

1 | of color, including recommendations on how to improve | ||||||
2 | employment among young people of color in this State. | ||||||
3 | (g) The Task Force shall submit its findings and | ||||||
4 | recommendations to the General Assembly and the Governor on or | ||||||
5 | before October 1, 2018. | ||||||
6 | (h) The Task Force shall receive administrative support | ||||||
7 | from the Department of Human Services.

8 | Section 15. Repeal. This Act is repealed on January 1, | ||||||
9 | 2019.
| ||||||
10 | Section 99. Effective date. This Act takes effect upon | ||||||
11 | becoming law.".
