Appropriates $491,726,700 to the Idaho Transportation Department for fiscal year 2014; limits the number of authorized full-time equivalent positions to 1,814; provides guidance on employee compensation; expresses legislative intent with regard to certain moneys being continuously appropriated; authorizes the transfer of highway funds to the Tourism and Promotion Fund; provides reappropriation for Contract Construction and Right-of-Way Acquisition; provides reappropriation for airport development grants; provides reappropriation for American Recovery and Reinvestment Act moneys; and authorizes a transfer of funds for debt service.
