MOTOR VEHICLES -- Adds to existing law to prohibit local authorities from enacting regulations, resolutions, or ordinances that prohibit or restrict the use of a handheld wireless device while driving a moving motor vehicle and to provide that certain regulations, resolutions, or ordinances shall be null, void, and of no force and effect.
