Section
1.
Section
157.4,
Code
2018,
is
amended
by
adding
1
the
following
new
subsection:
2
NEW
SUBSECTION
.
3.
Notwithstanding
section
157.13,
3
subsection
1,
the
board
may
issue
a
temporary
permit
to
4
practice
in
the
cosmetology
arts
and
sciences
for
the
purpose
5
of
demonstrating
cosmetology
arts
and
sciences
services
to
the
6
public,
or
for
providing
cosmetology
arts
and
sciences
services
7
to
the
public
at
not-for-profit
events.
A
permit
issued
8
pursuant
to
this
subsection
shall
be
subject
to
the
following
9
requirements:
10
a.
The
permit
shall
be
issued
for
a
specific
event
and
may
11
be
issued
to
a
salon,
school
of
cosmetology
arts
and
sciences,
12
or
person.
13
b.
The
permit
shall
be
posted
and
visible
to
the
public
at
14
the
location
where
the
cosmetology
arts
and
sciences
services
15
are
provided.
16
c.
The
permit
shall
be
valid
for
no
longer
than
twelve
days.
17
d.
An
applicant
for
a
temporary
permit
shall
submit
a
18
completed
application
on
a
form
provided
by
the
board
at
least
19
thirty
days
in
advance
of
the
intended
use
date.
20
e.
An
applicant
shall
submit
an
application
fee
determined
21
by
the
board
by
rule.
22
f.
The
board
shall
issue
no
more
than
four
permits
to
an
23
applicant
during
a
calendar
year.
24
g.
A
person
providing
cosmetology
arts
and
sciences
services
25
at
a
not-for-profit
event
shall
hold
a
current
license
to
26
practice
cosmetology
arts
and
sciences.
27
Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
28
importance,
takes
effect
upon
enactment.

inclusion

this
explanation
does
not
constitute
agreement
with

substance
by
the
members
of
the
general
assembly.

This
bill
allows
the
board
of
cosmetology
arts
and

sciences
to
issue
a
temporary
permit
to
practice
cosmetology

to
demonstrate
cosmetology
arts
and
sciences
or
to
provide

at
not-for-profit

events.
The
bill
requires
that
any
such
permit
be
issued
2
for
a
specific
event
and
may
be
issued
to
a
salon,
school
of

cosmetology
arts
and
sciences,
or
person.
The
temporary
permit
4
must
be
posted
and
visible
to
the
public
at
the
location
where
5
the
cosmetology
arts
and
sciences
services
are
provided.
The

temporary
permit
shall
be
valid
for
no
longer
than

days

and
an
applicant
must
submit
a
completed
application
and
an

the
date

permit

The
bill
prohibits
the
board
from
issuing

more
than

temporary
permits
to
an
applicant

year.
The
bill
requires

cosmetology
arts

and
sciences
services
at
a
not-for-profit
event
to
hold
a
13
current
license
to
practice
cosmetology
arts
and
sciences.

The
bill
takes
effect
upon
enactment.
