S.F. _____ H.F. _____ Section 1. Section 124.553, subsection 1, Code 2018, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . g. A prescribing practitioner for the 3 issuance of a required report pursuant to section 124.554, 4 subsection 3. 5 Sec. 2. Section 124.554, subsection 1, Code 2018, is amended 6 by adding the following new paragraph: 7 NEW PARAGRAPH . j. The issuance annually of a prescribing 8 practitioner activity report compiled from information from the 9 program pursuant to subsection 3. 10 Sec. 3. Section 124.554, Code 2018, is amended by adding the 11 following new subsection: 12 NEW SUBSECTION . 3. a. Beginning February 1, 2019, and 13 annually by February 1 thereafter, the board shall issue each 14 prescribing practitioner who prescribed a controlled substance 15 reported to the program as dispensed in the preceding calendar 16 year in this state a prescribing practitioner activity report 17 which shall include but not be limited to the following: 18 (1) A cover letter. 19 (2) A summary of the prescribing practitioner’s history of 20 prescribing controlled substances. 21 (3) A comparison of the prescribing practitioner’s history 22 of prescribing controlled substances with the history of other 23 prescribing practitioners of the same profession or specialty. 24 (4) The prescribing practitioner’s history of program use. 25 (5) General patient risk factors. 26 (6) Educational updates. 27 (7) Other pertinent information identified by the board and 28 advisory council by rule. 29 b. Information provided to a prescribing practitioner 30 in a report required under this subsection shall be kept 31 confidential pursuant to section 124.553, subsection 3. 32 Sec. 4. S.F. _____ H.F. _____ The program for drug prescribing and dispensing shall 1 include education initiatives and outreach to consumers, 2 prescribing practitioners, and pharmacists, and shall also 3 include assistance for identifying substance abuse treatment 4 programs and providers. The program shall also include 5 educational updates and information on general patient risk 6 factors for prescribing practitioners. The board and advisory 7 council shall adopt rules, as provided under section 124.554 , 8 to implement this section . 9 EXPLANATION 10 The inclusion of this explanation does not constitute agreement with 11 the explanation’s substance by the members of the general assembly. 12 This bill requires the board of pharmacy and the advisory 13 council to promulgate rules allowing the annual issuance of 14 confidential activity reports to prescribing practitioners who 15 prescribe any controlled substances. The reports would include 16 information from the information program for drug prescribing 17 and dispensing, known as the Iowa prescription monitoring 18 program (PMP), including a summary of the prescribing 19 practitioner’s history of prescribing controlled substances, 20 comparisons to other prescribing practitioners of the same 21 profession and specialty, the prescribing practitioner’s 22 history of program use, general patient risk factors, 23 educational updates, and other pertinent information. The bill 24 amends Code section 124.553 to allow the board to disclose 25 such information when issuing annual activity reports.
