S.F. _____ Section 1. DEPARTMENT OF HUMAN SERVICES —— INPATIENT 1 PSYCHIATRIC BED TRACKING SYSTEM STUDY COMMITTEE. 2 1. The department of human services shall convene a study 3 committee to meet during the 2021 legislative interim to 4 examine issues and develop policy recommendations relating to 5 improvements to the inpatient psychiatric bed tracking system 6 including but not limited to the following: 7 a. Expanding the acuity of disabilities a hospital or 8 facility is able to accept in its program to include but not be 9 limited to persons with certain mental disabilities, behavioral 10 disabilities, and sexually or physically aggressive behaviors. 11 b. Increasing reimbursement rates based on the level of care 12 provided. 13 c. Implementing enhancements to the inpatient psychiatric 14 bed tracking system to accept and report real-time electronic 15 data from the state mental health institutes, hospitals, and 16 subacute mental health care facilities participating in the 17 system. 18 2. The membership of the committee shall, at a minimum, 19 consist of a representative from the department of human 20 services, the Iowa hospital association, a managed care 21 association, and law enforcement, and a private payor of 22 inpatient services, and a county mental health advocate. 23 3. The department shall submit a report of the 24 study committee detailing the committee’s findings and 25 recommendations, including a proposed date to implement 26 real-time electronic data tracking, to the general assembly and 27 the governor no later than December 15, 2021. 28 EXPLANATION 29 The inclusion of this explanation does not constitute agreement with 30 the explanation’s substance by the members of the general assembly. 31 This bill establishes an inpatient psychiatric bed tracking 32 system study committee. 33 The bill directs the department of human services 34 (department) to convene a study committee during the 2021 35 -1- LSB 2623XC (6) 89 dg/rh 1/ 2
