A
Resolution
urging
an
investigation
and
review
of
the

actions
of
the
Army
Corps
of
Engineers
related
to

flood
control
in
Western
Iowa
and
a
request
that
the

Army
Corps
of
Engineers
be
required
to
return
to
its
4
primary
mission
of
flood
control.
5
WHEREAS,
the
State
of
Iowa
has
experienced
tragedy
6
after
tragedy
related
to
flooding
on
the
western
side
7
of
the
state;
and
8
WHEREAS,
the
State
of
Iowa
has
experienced
financial
9
hardship
time
and
time
again
resulting
from
flooding
on
10
the
western
side
of
the
state;
and
11
WHEREAS,
Iowans
have
dealt
with
flood-related
12
catastrophes
due
to
irresponsible
management
by
the
13
Army
Corps
of
Engineers;
and
14
WHEREAS,
individuals
have
suffered
loss
of
treasure
15
and
livelihood
due
to
mismanagement
of
our
natural
16
resources;
and
17
WHEREAS,
the
federal
district
court
ruled
in
18
March
2018
that
the
Army
Corps
of
Engineers
has
not
19
followed
the
direction
of
its
original
mission
of
flood
20
control;
NOW
THEREFORE,
21
BE
IT
RESOLVED
BY
THE
SENATE,
That
the
Senate
hereby
22
strongly
encourages
our
federal
delegation
of
elected
23
officials
to
pursue
an
investigation
and
a
complete
24
review
of
the
activities,
including
a
review
of
the
25
rules
and
regulations
related
to
flood
control,
of
the
26
Army
Corps
of
Engineers;
and
27
BE
IT
FURTHER
RESOLVED,
That
the
Army
Corps
of

accountable
