WHEREAS,
the
State
of
Iowa
is
proud
of
the
3
sister-state
relationship
it
has
enjoyed
with
Taiwan
4
since
1989,
which
is
marked
by
strong
bilateral
trade,
5
educational
and
cultural
exchanges,
and
tourism;
and
6
WHEREAS,
the
State
of
Iowa
reaffirms
its
commitment
7
to
strengthening
and
deepening
the
sister
ties
between
8
the
State
of
Iowa
and
Taiwan,
supports
Taiwan’s
signing
9
of
a
bilateral
trade
agreement
with
the
United
States,
10
and
continues
its
support
for
increasing
Taiwan’s
11
international
profile;
and
12
WHEREAS,
the
United
States
ranks
as
Taiwan’s
second
13
largest
importer,
and
Taiwan
is
the
United
States’
14
fifteenth
largest
export
destination,
making
Taiwan
15
the
United
States’
eleventh
largest
trading
partner,
16
with
total
bilateral
trade
reaching
$76
billion
as
of
17
2018;
and
18
WHEREAS,
Taiwan
and
the
State
of
Iowa
have
enjoyed
19
a
long
and
mutually
beneficial
relationship
and
20
anticipate
continuing
growth,
with
Taiwan
ranking
as
21
Iowa’s
fourth
largest
export
destination
in
Asia
as
of
22
2018,
with
$386.1
million
worth
of
Iowa
goods
shipped
23
to
Taiwan,
including
meat,
soybeans,
and
animal
feeds;
24
agricultural
chemicals;
and
miscellaneous
manufactured
25
commodities,
including
precision
instruments
and
26
avionics;
and
Iowa
importing
$247.6
million
in
goods
27
from
Taiwan
in
2018;
and

WHEREAS,
negotiating
for
a
bilateral
trade
1
agreement
between
Taiwan
and
the
United
States
is
an
2
important
step
toward
further
strengthening
bilateral
3
trade
between
the
State
of
Iowa
and
Taiwan,
thereby
4
increasing
Iowa’s
exports
to
Taiwan
and
creating
5
investment
and
technical
collaboration
through
tariff
6
reduction
and
other
trade
facilitation
measures;
and
7
WHEREAS,
Taiwan
has
undertaken
a
policy
of
8
“steadfast
diplomacy”
regarding
international
9
relations
and
is
capable
of
and
willing
to
fulfill
its
10
responsibilities
and
to
collaborate
with
the
world
to
11
deal
with
the
challenges
of
humanitarian
aid,
disease
12
control,
and
other
important
issues;
NOW
THEREFORE,
13
BE
IT
RESOLVED
BY
THE
SENATE,
That
the
Senate
14
memorializes
the
thirty-first
anniversary
of
the
15
Iowa-Taiwan
sister-state
relationship
and
the
16
forty-first
anniversary
of
the
United
States
Congress’s
17
enactment
of
the
Taiwan
Relations
Act;
reaffirms
18
its
commitment
to
strengthening
the
sister-state
19
relationship
between
Taiwan
and
the
State
of
Iowa;
and
20
endorses
Taiwan’s
efforts
to
secure
a
favorable
trade
21
relationship
with
the
United
States;
and
22
BE
IT
FURTHER
RESOLVED,
That
the
Secretary
of
23
the
Senate
is
hereby
directed
to
send
copies
of
this
24
Resolution
to
the
Taipei
Economic
and
Cultural
Office
25
in
Chicago,
Illinois.
