                    SENATE RESOLUTION NO.    
                              BY  McCOY
  1  1 A Resolution requesting the legislative council to
  1  2    establish an interim committee to study the impact
  1  3    of requiring the department of human services,
  1  4    rather than private agencies, to assume the
  1  5    responsibility for screening potential foster
  1  6    parents and adoptive parents.
  1  7    WHEREAS, the department of human services currently
  1  8 contracts with private agencies to conduct initial home
  1  9 visits to screen potential foster parents and adoptive
  1 10 parents; and
  1 11    WHEREAS, the department of human services has a
  1 12 duty to ensure the efficient provision of departmental
  1 13 services to the people of this state; NOW THEREFORE,
  1 14    BE IT RESOLVED BY THE SENATE, That the legislative
  1 15 council is requested to establish an interim committee
  1 16 to study the impact of requiring the department of
  1 17 human services to discontinue the use of private
  1 18 contracting to screen potential foster parents and
  1 19 adoptive parents and instead require department of
  1 20 human services case workers to provide such screening.
  1 21    BE IT FURTHER RESOLVED, That the study committee
  1 22 shall consist of five members of the senate, three
  1 23 of whom shall be appointed by the majority leader
  1 24 of the senate and two of whom shall be appointed by
  1 25 the minority leader of the senate, and five members
  1 26 of the house of representatives, three of whom
  1 27 shall be appointed by the speaker of the house of
  1 28 representatives and two of whom shall be appointed by
  2  1 the minority leader of the house of representatives.
  2  2    BE IT FURTHER RESOLVED, That the study committee
  2  3 shall meet during the 2018 legislative interim to make
  2  4 appropriate recommendations for consideration during
  2  5 the 2019 legislative session in a report submitted to
  2  6 the general assembly and the governor by December 15,
  2  7 2018.
