S.F. 81 Section 1. DIRECT PRIMARY CARE AGREEMENTS —— MEDICAID 1 MEMBERS —— PILOT PROGRAM. The department of human services 2 shall develop and oversee a pilot program beginning January 3 1, 2022, and ending December 31, 2023, to allow Medicaid 4 members in specified categories to receive primary care health 5 services, as defined in section 135N.1, through a direct 6 primary care arrangement, with the Iowa Medicaid enterprise 7 acting as the third-party payor for such services utilizing 8 state-only funds. The eligible Medicaid member categories 9 shall include childless adults and pregnant women. 10 EXPLANATION 11 The inclusion of this explanation does not constitute agreement with 12 the explanation’s substance by the members of the general assembly. 13 This bill requires the department of human services to 14 develop and oversee a pilot program beginning January 1, 2022, 15 and ending December 31, 2023, to allow Medicaid members in 16 specified categories to receive primary care health services 17 through a direct primary care arrangement, with the Iowa 18 Medicaid enterprise acting as the third-party payor for such 19 services utilizing state-only funds.
