  1  1    Section 1.  Section 261.17, subsections 1, 2, and 5, Code
  1  2 2015, are amended to read as follows:
  1  3    1.  A vocational=technical tuition grant may be awarded to
  1  4 any resident of Iowa who is admitted and in attendance as a
  1  5 full=time or part=time student in a vocational=technical or
  1  6 career option program at a community college an eligible school
  1  7  in the state, and who establishes financial need.  For purposes
  1  8 of this section, "eligible school" means a community college as
  1  9 established under chapter 260C or an eligible school as defined
  1 10 in section 261.61, subsection 9.
  1 11    2.  All classes, including liberal arts classes, identified
  1 12 by the community college eligible school as required for
  1 13 completion of the student's vocational=technical or career
  1 14 option program or courses required for completion of a
  1 15 course of study required for licensure as provided in
  1 16 section 157.10 or 158.8 shall be considered a part of the
  1 17 student's vocational=technical or career option program for
  1 18 the purpose of determining the student's eligibility for a
  1 19 grant. Notwithstanding subsection 3, if a student is making
  1 20 satisfactory academic progress but the student cannot complete
  1 21 a vocational=technical or career option program in the time
  1 22 frame allowed for a student to receive a vocational=technical
  1 23 tuition grant as provided in subsection 3 because additional
  1 24 classes are required to complete the program, the student may
  1 25 continue to receive a vocational=technical tuition grant for
  1 26 not more than one additional enrollment period.
  1 27    5.  A vocational=technical tuition grant shall be awarded
  1 28 on an annual basis, requiring reapplication by the student for
  1 29 each year. Payments under the grant shall be allocated equally
  1 30 among the semesters or quarters of the year upon certification
  1 31 by the institution eligible school that the student is in
  1 32 full=time or part=time attendance in a vocational=technical or
  1 33 career option program, as defined under rules of the department
  1 34 of education. If the student discontinues attendance before
  1 35 the end of any term after receiving payment of the grant, the
  2  1 entire amount of any refund due that student, up to the amount
  2  2 of any payments made under the annual grant, shall be paid by
  2  3 the institution to the state.
  2  4    Sec. 2.  Section 261.17, subsection 7, paragraph a, Code
  2  5 2015, is amended to read as follows:
  2  6    a.  Provide application forms for distribution to students by
  2  7 Iowa high schools and community colleges eligible schools.
  2  8                           EXPLANATION
  2  9 The inclusion of this explanation does not constitute agreement with
  2 10 the explanation's substance by the members of the general assembly.
  2 11    This bill allows a student who receives a
  2 12 vocational=technical tuition grant to use the grant at
  2 13 a barber school or a school of cosmetology arts and sciences
  2 14 that meets the requirements established under the bill, or at a
  2 15 community college.  Currently, such a grant can be used only
  2 16 at a community college.
  2 17    The requirements for a barber school or a school of
  2 18 cosmetology arts and sciences include being accredited by a
  2 19 national accrediting agency recognized by the United States
  2 20 department of education and meeting the criteria established
  2 21 for accredited postsecondary institutions in Code section
  2 22 261.9, subsection 1, paragraphs "d" through "g".
