Section
1.
Section
321.189,
subsection
6,
Code
2019,
is
1
amended
to
read
as
follows:

6.
Licenses
issued
to
persons
under
age
twenty-one.
A
3
driver’s
license
issued
to
a
person
under
eighteen
years
of
4
age
shall
contain
the
same
information
as
any
other
driver’s
5
license
except
that
the
words
“under
eighteen”
shall
appear
6
prominently
on
the
face
of
the
license.
A
driver’s
license
7
issued
to
a
person
eighteen
years
of
age
or
older
but
less
than
8
twenty-one
years
of
age
shall
contain
the
same
information
9
as
any
other
driver’s
license
except
that
the
words
“under
10
twenty-one”
shall
appear
prominently
on
the
face
of
the
11
license.
Upon
attaining
the
age
of
eighteen
or
upon
attaining
12
the
age
of
twenty-one,
and
upon
payment
of
a
ten
dollar
fee,
13
the
person
shall
be
entitled
to
a
new
driver’s
license
or
14
nonoperator’s
identification
card
for
the
unexpired
months
,
if
15
any,
of
the
driver’s
license
or
card.
An
instruction
permit
or
16
intermediate
license
issued
under
section
321.180B,
subsection
17
1
or
2,
shall
include
a
distinctive
color
bar.
An
intermediate
18
license
issued
under
section
321.180B,
subsection
2
,
shall
19
include
the
words
“intermediate
license”
printed
prominently
on
20
the
face
of
the
license.

2.
Section
321.190,
subsection
1,
paragraph
d,
Code

2019,
is
amended
to
read
as
follows:

d.
The
fee
for
a
nonoperator’s
identification
card
shall
be
24
eight
dollars
and
the
card
shall
be
valid
for
a
period
of
eight
25
years
from
the
date
of
issuance
,
except
the
card
shall
be
valid
26
until
the
applicant’s
twenty-first
birthday
anniversary
if
the
27
applicant
is
thirteen
years
of
age
or
older,
but
less
than
28
twenty-one
years
of
age
.
If
an
applicant
for
a
nonoperator’s
29
identification
card
is
a
foreign
national
who
is
temporarily
30
present
in
this
state,
the
nonoperator’s
identification
card
31
shall
be
issued
only
for
the
length
of
time
the
foreign
32
national
is
authorized
to
be
present
as
determined
by
the
33
department,
not
to
exceed
two
years.
An
issuance
fee
shall

not
be
charged
for
a
person
whose
driver’s
license
or

3.
Section
321.196,
subsection
1,
Code
2019,
is
amended
5
to
read
as
follows:

1.
Except
as
otherwise
provided,
if
the
licensee
is
between
7
the
ages
of
seventeen
twenty-one
years
eleven
months
and
of
8
age
or
older,
but
less
than
seventy-two
years
of
age,
on
the
9
date
of
issuance
of
the
license,
a
driver’s
license,
other
10
than
an
instruction
permit,
chauffeur’s
instruction
permit,
11
or
commercial
learner’s
permit
issued
under
section
321.180
,
12
expires
eight
years
from
the
licensee’s
birthday
anniversary
13
occurring
in
the
year
of
issuance,
but
not
to
exceed
the
14
licensee’s
seventy-fourth
birthday.
If
the
licensee
is
under
15
the
age
of
seventeen
less
than
nineteen
years
eleven
months
of
16
age
or
age
seventy-two
years
of
age
or
over
older
,
the
license
17
is
effective
for
a
period
of
two
years
from
the
licensee’s
18
birthday
anniversary
occurring
in
the
year
of
issuance.
If
19
the
licensee
is
nineteen
years
of
age
or
older,
but
less
than
20
twenty-one
years
of
age,
the
license
is
effective
until
the
21
licensee’s
twenty-first
birthday
anniversary.
A
licensee
22
whose
license
is
restricted
due
to
vision
or
other
physical
23
deficiencies
may
be
required
to
renew
the
license
every
two
24
years.
If
a
licensee
is
a
foreign
national
who
is
temporarily
25
present
in
this
state,
the
license
shall
be
issued
only
for
the
26
length
of
time
the
foreign
national
is
authorized
to
be
present
27
as
verified
by
the
department,
not
to
exceed
two
years.

4.
Section
321.196,
subsection
4,
paragraph
c,
Code

2019,
is
amended
to
read
as
follows:

c.
The
applicant
is
eligible
for
license
renewal
31
electronically,
pursuant
to
rules
adopted
by
the
department.

An
applicant
shall
not
be
eligible
for
electronic
renewal
of

a
driver’s
license
if
the
most
recent
previous
renewal
of

the
applicant’s
driver’s
license
occurred
electronically.

applicant

Sec.
5.
APPLICABILITY.
This
Act
applies
to
driver’s
6
licences
and
nonoperator’s
identification
cards
issued
on
or
7
after
July
1,
2019.

EXPLANATION
9
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
10
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
expiration
of
a
person’s
driver’s
12
license
or
nonoperator’s
identification
card
on
the
person’s
13
21st
birthday
anniversary.
The
bill
specifies
that
an
14
applicant
whose
driver’s
license
expired
or
will
expire
on
15
the
applicant’s
21st
birthday
anniversary
is
eligible
for
16
electronic
renewal
of
a
driver’s
license
regardless
of
whether
17
the
most
recent
previous
renewal
of
the
applicant’s
driver’s
18
license
occurred
electronically.
The
bill
applies
to
driver’s
19
licenses
and
nonoperator’s
identification
cards
issued
on
or
20
after
July
1,
2019.
The
bill
does
not
alter
the
periods
of
21
validity
for
instruction
permits,
commercial
learner’s
permits,
22
and
chauffeur’s
instruction
permits
under
Code
section
321.180.

Operating
a
motor
vehicle
with
an
expired
driver’s
license
is
24
punishable
by
a
scheduled
fine
of
$50.
However,
Code
section
25
321.196
provides
that
a
person
shall
not
be
considered
to
be
26
driving
with
an
invalid
license
during
a
period
of
60
days
27
following
the
license
expiration
date.
