S.F. 552 Section 1. ECONOMIC DEVELOPMENT AUTHORITY —— STUDY OF 1 COMBINED HEAT AND POWER. 2 1. The economic development authority, in cooperation with 3 the Iowa utilities board, shall conduct a study regarding 4 the potential opportunities and barriers associated with the 5 development of combined heat and power as an efficient and 6 clean approach to generating electric power and useful thermal 7 energy from a single fuel source at the point of use. In 8 conducting the study, the economic development authority shall 9 evaluate all of the following: 10 a. The feasibility of capturing and utilizing biogas 11 produced from animal feeding operations. 12 b. Challenges associated with integrating systems with the 13 electric grid infrastructure. 14 c. The resiliency and reliability of systems when used as 15 backup sources of electricity in case of a grid outage. 16 d. An identification of best strategies for future 17 development and expansion, including the best types of 18 installations and customers and the best scale of projects, 19 including the experiences in other states. 20 2. The economic development authority shall invite 21 participation from interested stakeholders including the 22 department of energy’s CHP technical assistance partnerships 23 for the midwest region, the Iowa energy center, the Iowa 24 utility association, and organizations representing livestock 25 producers. 26 3. The economic development authority shall prepare and 27 submit a report, including findings and recommendations, to the 28 governor and general assembly, not later than January 13, 2020. 29 EXPLANATION 30 The inclusion of this explanation does not constitute agreement with 31 the explanation’s substance by the members of the general assembly. 32 This bill requires the economic development authority, in 33 cooperation with the Iowa utilities board, to conduct a study 34 regarding the potential opportunities and barriers associated 35 -1- LSB 2191XS (2) 88 da/rn 1/ 2
S.F. 552 with the development of combined heat and power, which could 1 replace to some degree the purchase of electricity distributed 2 on the electric grid or burning fuel in on-site furnaces.
