1.
Section
262.9,
subsection
17,
Code
2013,
is
1
amended
by
adding
the
following
new
paragraph:

PARAGRAPH
.
c.
(1)
Direct
each
institution
of
higher
3
learning
governed
by
the
board
to
waive
tuition
and
mandatory
4
fee
charges
to
a
member
of
the
Iowa
national
guard
who
is
a
5
resident
of
this
state
or
who
was
a
resident
of
this
state
6
at
the
time
of
entry
into
the
Iowa
national
guard.
Tuition
7
and
mandatory
fees
shall
be
waived
for
not
more
than
one
8
hundred
twenty-eight
semester
credit
hours
or
eight
semesters
9
of
undergraduate
study,
or
the
equivalent.
The
limitation
10
on
credit
hours
and
semesters
of
study
shall
be
applied
11
cumulatively
within
the
regents
university
system.
The
waiver
12
shall
apply
only
for
the
amount
of
tuition
and
mandatory
fee
13
charges
that
exceeds
the
total
amount
of
any
state
and
federal
14
education
benefits,
grants,
or
scholarships
the
national
guard
15
member
is
eligible
for
or
receives,
including
but
not
limited
16
to
the
federal
Pell
grant,
federal
educational
assistance
17
for
the
selected
reserve,
and
the
national
guard
educational
18
assistance
program
under
section
261.86.

(2)
The
department
of
veterans
affairs
and
the
college
20
student
aid
commission
shall
provide
information
and
assistance
21
to
such
an
institution
upon
request.

EXPLANATION
23
This
bill
requires
the
state
board
of
regents
to
direct
each
24
of
its
universities
to
waive
tuition
and
mandatory
fee
charges
25
to
a
member
of
the
Iowa
national
guard
who
is
a
resident
of
this
26
state
or
who
was
a
resident
of
this
state
at
the
time
of
entry
27
into
the
Iowa
national
guard.
28
Tuition
and
mandatory
fees
shall
be
waived
for
not
more
than
29
128
semester
credit
hours
or
eight
semesters
of
undergraduate
30
study
within
the
regents
university
system.
The
waiver
31
shall
apply
only
for
the
amount
of
tuition
and
mandatory
fee
32
charges
that
exceeds
the
total
amount
of
any
state
and
federal
33
education
benefits,
grants,
or
scholarships
the
national
guard
34
member
is
eligible
for
or
receives.
