S.F. 498 Section 1. NEW SECTION . 103A.8D State buildings —— solar 1 energy system requirements. 2 1. For purposes of this section: 3 a. “Solar energy system” means the same as defined in 4 section 441.21. 5 b. “State building” means any building or structure owned by 6 the state or an agency of the state. 7 2. The state building commissioner shall adopt as a part of 8 the state building code a requirement that all new construction 9 of state buildings commenced on or after the effective date of 10 this Act include the installation of solar energy systems to 11 meet a portion or all of the building’s energy needs. A solar 12 energy system installed in a state building pursuant to this 13 section shall include storage capacity for the use of excess 14 energy production when solar energy resources are insufficient. 15 Sec. 2. DEPARTMENT OF ADMINISTRATIVE SERVICES STRATEGIC 16 PLAN —— RETROFITTING OF STATE BUILDINGS WITH SOLAR ENERGY 17 SYSTEMS. The department of administrative services shall 18 develop a strategic plan regarding the feasibility, timeline, 19 and costs of retrofitting all existing state buildings with 20 solar energy systems by 2030. For purposes of this section, 21 “solar energy system” and “state building” mean the same as 22 those terms are defined in section 103A.8D. The strategic 23 plan shall provide for the retrofitting of existing state 24 buildings with solar energy systems which are either attached 25 or connected to the building, and which include storage 26 capacity for the use of excess energy production when solar 27 energy resources are insufficient, to provide a portion or all 28 of the building’s energy needs. The department shall submit a 29 report on the strategic plan, including any recommendations, to 30 the general assembly by January 1, 2020. 31 EXPLANATION 32 The inclusion of this explanation does not constitute agreement with 33 the explanation’s substance by the members of the general assembly. 34 This bill provides for the installation of solar energy 35 -1- LSB 2666XS (3) 88 gh/rn 1/ 2
S.F. 498 systems in state buildings. 1 The bill establishes new Code section 103A.8D, which 2 requires the state building commissioner to adopt a requirement 3 in the state building code that all new construction of state 4 buildings commenced on or after the effective date of the bill 5 include the installation of solar energy systems with storage 6 capacity to meet a portion or all of a building’s energy needs. 7 The bill includes or references definitions for “solar energy 8 system” and “state building”. 9 The bill requires the department of administrative services 10 to develop a strategic plan regarding the feasibility, 11 timeline, and costs of retrofitting all existing state 12 buildings with solar energy systems described in the bill by 13 2030.
