GENERAL FUND ==== DEPARTMENT. 1 5 1. There is appropriated from the general fund of the state 1 6 to the department of agriculture and land stewardship for the 1 7 fiscal year beginning July 1, 2015, and ending June 30, 2016, 1 8 the following amount, or so much thereof as is necessary, to be 1 9 used for the purposes designated: 1 10 For purposes of supporting the department, including its 1 11 divisions, for administration, regulation, and programs; for 1 12 salaries, support, maintenance, and miscellaneous purposes; and 1 13 for not more than the following full=time equivalent positions: 1 14 .................................................. $ 17,655,492 1 15 ............................................... The report shall describe in 1 27 detail the expenditure of moneys appropriated in this section 1 28 to support the department's administration, regulation, and 1 29 programs. 1 30 DESIGNATED APPROPRIATIONS 1 31 MISCELLANEOUS FUNDS 1 32 Sec. 2. UNCLAIMED PARI=MUTUEL WAGERING WINNINGS ==== 1 33 HORSE AND DOG RACING. There is appropriated from the moneys 1 34 available under section 99D.13 to the department of agriculture 1 35 and land stewardship for the fiscal year beginning July 1, 2 1 2015, and ending June 30, 2016, the following amount, or so 2 2 much thereof as is necessary, to be used for the purposes 2 3 designated: 2 4 For purposes of supporting the department's administration 2 5 and enforcement of horse and dog racing law pursuant to section 2 6 99D.22, including for salaries, support, maintenance, and 2 7 miscellaneous purposes: 2 8 .................................................. $ 305,516 2 9 Sec. 3. RENEWABLE FUEL INFRASTRUCTURE FUND ==== MOTOR FUEL 2 10 INSPECTION. 2 11 1. There is appropriated from the renewable fuel 2 12 infrastructure fund created in section 159A.16 to the 2 13 department of agriculture and land stewardship for the fiscal 2 14 year beginning July 1, 2015, and ending June 30, 2016, the 2 15 following amount, or so much thereof as is necessary, to be 2 16 used for the purposes designated: 2 17 For purposes of the inspection of motor fuel, including 2 18 salaries, support, maintenance, and miscellaneous purposes: 2 19 .................................................. $ 500,000 2 20 2. The department shall establish and administer programs 2 21 for the auditing of motor fuel including biofuel processing 2 22 and production plants, for screening and testing motor fuel, 2 23 including renewable fuel, and for the inspection of motor fuel 2 24 sold by dealers including retail dealers who sell and dispense 2 25 motor fuel from motor fuel pumps. 2 26 SPECIAL APPROPRIATIONS 2 27 GENERAL FUND 2 28 Sec. 4. DAIRY REGULATION. 2 29 1. There is appropriated from the general fund of the state 2 30 to the department of agriculture and land stewardship for the 2 31 fiscal year beginning July 1, 2015, and ending June 30, 2016, 2 32 the following amount, or so much thereof as is necessary, to be 2 33 used for the purposes designated: 2 34 For purposes of performing functions pursuant to section 2 35 192.109, including conducting a survey of grade "A" milk and 3 1 certifying the results to the secretary of agriculture: 3 2 .................................................. $ 189,196 3 3 2. Notwithstanding section 8.33, moneys appropriated in 3 4 this section that remain unencumbered or unobligated at the 3 5 close of the fiscal year shall not revert but shall remain 3 6 available to be used for the purposes designated until the 3 7 close of the succeeding fiscal year. 3 8 Sec. 5. LOCAL FOOD AND FARM PROGRAM. 3 9 1. There is appropriated from the general fund of the state 3 10 to the department of agriculture and land stewardship for the 3 11 fiscal year beginning July 1, 2015, and ending June 30, 2016, 3 12 the following amount, or so much thereof as is necessary, to be 3 13 used for the purposes designated: 3 14 For purposes of supporting the local food and farm program 3 15 pursuant to chapter 267A: 3 16 .................................................. $ 75,000 3 17 2. The department shall enter into a cost=sharing agreement 3 18 with Iowa state university of science and technology to support 3 19 the local food and farm program coordinator position as part of 3 20 the university's cooperative extension service in agriculture 3 21 and home economics pursuant to chapter 267A. 3 22 3. Notwithstanding section 8.33, moneys appropriated in 3 23 this section that remain unencumbered or unobligated at the 3 24 close of the fiscal year shall not revert but shall remain 3 25 available to be used for the purposes designated until the 3 26 close of the succeeding fiscal year. 3 27 Sec. 6. AGRICULTURAL EDUCATION. 3 28 1. There is appropriated from the general fund of the state 3 29 to the department of agriculture and land stewardship for the 3 30 fiscal year beginning July 1, 2015, and ending June 30, 2016, 3 31 the following amount, or so much thereof as is necessary, to be 3 32 used for the purposes designated: 3 33 For purposes of allocating moneys to an Iowa association 3 34 affiliated with a national organization which promotes 3 35 agricultural education providing for future farmers: 4 1 .................................................. $ 25,000 4 2 2. Notwithstanding section 8.33, moneys appropriated for 4 3 the fiscal year beginning July 1, 2015, in this section that 4 4 remain unencumbered or unobligated at the close of the fiscal 4 5 year shall not revert but shall remain available to be used 4 6 for the purposes designated until the close of the succeeding 4 7 fiscal year. 4 8 Sec. 7. FARMERS WITH DISABILITIES PROGRAM. 4 9 1. There is appropriated from the general fund of the state 4 10 to the department of agriculture and land stewardship for the 4 11 fiscal year beginning July 1, 2015, and ending June 30, 2016, 4 12 the following amount, or so much thereof as is necessary, to be 4 13 used for the purposes designated: 4 14 For purposes of supporting a program for farmers with 4 15 disabilities: 4 16 .................................................. $ 130,000 4 17 2. The moneys appropriated in subsection 1 shall be used for 4 18 the public purpose of providing a grant to a national nonprofit 4 19 organization with over 80 years of experience in assisting 4 20 children and adults with disabilities and special needs. The 4 21 moneys shall be used to support a nationally recognized program 4 22 that began in 1986 and has been replicated in at least 30 other 4 23 states, but which is not available through any other entity 4 24 in this state, and that provides assistance to farmers with 4 25 disabilities in all 99 counties to allow the farmers to remain 4 26 in their own homes and be gainfully engaged in farming through 4 27 provision of agricultural worksite and home modification 4 28 consultations, peer support services, services to families, 4 29 information and referral, and equipment loan services. 4 30 3. Notwithstanding section 8.33, moneys appropriated in 4 31 this section that remain unencumbered or unobligated at the 4 32 close of the fiscal year shall not revert but shall remain 4 33 available for expenditure for the purposes designated until the 4 34 close of the succeeding fiscal year. 4 35 DIVISION II 5 1 GENERAL FUND 5 2 DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP 5 3 WATER QUALITY INITIATIVE 5 4 APPROPRIATIONS FOR FY 2015=2016 5 5 Sec. 8. WATER QUALITY INITIATIVE ==== GENERAL. 5 6 1. There is appropriated from the general fund of the state 5 7 to the department of agriculture and land stewardship for the 5 8 fiscal year beginning July 1, 2015, and ending June 30, 2016, 5 9 the following amount, or so much thereof as is necessary, to be 5 10 used for the purposes designated: 5 11 For deposit in the water quality initiative fund created in 5 12 section 466B.45, for purposes of supporting the water quality 5 13 initiative administered by the soil conservation division as 5 14 provided in section 466B.42, including salaries, support, 5 15 maintenance, and miscellaneous purposes, and for not more than 5 16 the following full=time equivalent positions: 5 17 .................................................. $ 4,400,000 5 18 ............................................... FTEs 2.00 5 19 2. a. The moneys appropriated in subsection 1 shall be 5 20 used to support projects in subwatersheds as designated by the 5 21 division that are part of high=priority watersheds identified 5 22 by the water resources coordinating council established 5 23 pursuant to section 466B.3. 5 24 b. The moneys appropriated in subsection 1 shall be used to 5 25 support projects in watersheds generally, including regional 5 26 watersheds, as designated by the division and high=priority 5 27 watersheds identified by the water resources coordinating 5 28 council established pursuant to section 466B.3. 5 29 3. In supporting projects in subwatersheds and watersheds 5 30 as provided in subsection 2, all of the following shall apply: 5 31 a. The demonstration projects shall utilize water quality 5 32 practices as described in the latest revision of the document 5 33 entitled "Iowa Nutrient Reduction Strategy" initially presented 5 34 in November 2012 by the department of agriculture and land 5 35 stewardship, the department of natural resources, and Iowa 6 1 state university of science and technology. 6 2 b. The division shall implement demonstration projects as 6 3 provided in paragraph "a" by providing for participation by 6 4 persons who hold a legal interest in agricultural land used in 6 5 farming. To every extent practical, the division shall provide 6 6 for collaborative participation by such persons who hold a 6 7 legal interest in agricultural land located within the same 6 8 subwatershed. 6 9 c. The division shall implement a demonstration project on 6 10 a cost=share basis as determined by the division. However, the 6 11 state's share of the amount shall not exceed 50 percent of the 6 12 estimated cost of establishing the practice as determined by 6 13 the division or 50 percent of the actual cost of establishing 6 14 the practice, whichever is less. 6 15 d. The demonstration projects shall be used to educate other 6 16 persons about the feasibility and value of establishing similar 6 17 water quality practices. The division shall promote field day 6 18 events for purposes of allowing interested persons to establish 6 19 water quality practices on their agricultural land. 6 20 e. The division shall conduct water quality evaluations 6 21 within supported subwatersheds. Within a reasonable period 6 22 after accumulating information from such evaluations, the 6 23 division shall create an aggregated database of water quality 6 24 practices. Any information identifying a person holding a 6 25 legal interest in agricultural land or specific agricultural 6 26 land shall be a confidential record under section 22.7. 6 27 4. The moneys appropriated in subsection 1 shall be used 6 28 to support education and outreach in a manner that encourages 6 29 persons who hold a legal interest in agricultural land used for 6 30 farming to implement water quality practices, including the 6 31 establishment of such practices in watersheds generally, and 6 32 not limited to subwatersheds or high=priority watersheds. 6 33 5. The moneys appropriated in subsection 1 may be used 6 34 to contract with persons to coordinate the implementation of 6 35 efforts provided in this section. 7 1 6. The moneys appropriated in subsection 1 may be used by 7 2 the department to support urban soil and water conservation 7 3 efforts, which may include but are not limited to management 7 4 practices related to bioretention, landscaping, the use of 7 5 permeable or pervious pavement, and soil quality restoration. 7 6 The moneys shall be allocated on a cost=share basis as provided 7 7 in chapter 161A. 7 8 7. Notwithstanding any other provision of law to the 7 9 contrary, the department may use moneys appropriated in 7 10 subsection 1 to carry out the provisions of this section on a 7 11 cost=share basis in combination with other moneys available to 7 12 the department from a state or federal source. 7 13 8. Not more than 10 percent of the moneys appropriated in 7 14 this section may be used to pay for the costs of administering 7 15 and implementing the water quality initiative by the 7 16 department's soil conservation division as provided in section 7 17 466B.42 and this section. 7 18 DIVISION III 7 19 DEPARTMENT OF NATURAL RESOURCES 7 20 GENERAL APPROPRIATIONS FOR FY 2015=2016 7 21 Sec. 9. GENERAL FUND ==== DEPARTMENT. 7 22 1. There is appropriated from the general fund of the state 7 23 to the department of natural resources for the fiscal year 7 24 beginning July 1, 2015, and ending June 30, 2016, the following 7 25 amount, or so much thereof as is necessary, to be used for the 7 26 purposes designated: 7 27 For purposes of supporting the department, including its 7 28 divisions, for administration, regulation, and programs; for 7 29 salaries, support, maintenance, and miscellaneous purposes; and 7 30 for not more than the following full=time equivalent positions: 7 31 .................................................. $ 12,862,307 7 32 ............................................... FTEs 1,145.95 7 33 2. Of the number of full=time equivalent positions 7 34 authorized to the department pursuant to subsection 1, 50.00 7 35 full=time equivalent positions shall be allocated by the 8 1 department for seasonal employees for purposes of providing 8 2 maintenance, upkeep, and sanitary services at state parks. 8 3 This subsection shall not impact park ranger positions within 8 4 the department. 8 5 3. The department shall submit a report each quarter of the 8 6 fiscal year to the legislative services agency, the department 8 7 of management, the members of the joint appropriations 8 8 subcommittee on agriculture and natural resources, and the 8 9 chairpersons and ranking members of the senate and house 8 10 committees on appropriations. The report shall describe in 8 11 detail the expenditure of moneys appropriated under this 8 12 section to support the department's administration, regulation, 8 13 and programs. 8 14 Sec. 10. STATE FISH AND GAME PROTECTION FUND ==== REGULATION 8 15 AND ADVANCEMENT OF OUTDOOR ACTIVITIES. 8 16 1. There is appropriated from the state fish and game 8 17 protection fund to the department of natural resources for the 8 18 fiscal year beginning July 1, 2015, and ending June 30, 2016, 8 19 the following amount, or so much thereof as is necessary, to be 8 20 used for the purposes designated: 8 21 For purposes of supporting the regulation or advancement of 8 22 hunting, fishing, or trapping, or the protection, propagation, 8 23 restoration, management, or harvest of fish or wildlife, 8 24 including for administration, regulation, law enforcement, and 8 25 programs; and for salaries, support, maintenance, equipment, 8 26 and miscellaneous purposes: 8 27 .................................................. $ 41,223,225 8 28 2. Notwithstanding section 455A.10, the department may use 8 29 the unappropriated balance remaining in the state fish and game 8 30 protection fund to provide for the funding of health and life 8 31 insurance premium payments from unused sick leave balances of 8 32 conservation peace officers employed in a protection occupation 8 33 who retire, pursuant to section 97B.49B. 8 34 3. Notwithstanding section 455A.10, the department of 8 35 natural resources may use the unappropriated balance remaining 9 1 in the state fish and game protection fund for the fiscal 9 2 year beginning July 1, 2015, and ending June 30, 2016, as is 9 3 necessary to fund salary adjustments for departmental employees 9 4 for which the general assembly has made an operating budget 9 5 appropriation in subsection 1. 9 6 Sec. 11. GROUNDWATER PROTECTION FUND ==== WATER 9 7 QUALITY. There is appropriated from the groundwater protection 9 8 fund created in section 455E.11 to the department of natural 9 9 resources for the fiscal year beginning July 1, 2015, 9 10 and ending June 30, 2016, from those moneys which are not 9 11 allocated pursuant to that section, the following amount, or 9 12 so much thereof as is necessary, to be used for the purposes 9 13 designated: 9 14 For purposes of supporting the department's protection 9 15 of the state's groundwater, including for administration, 9 16 regulation, and programs, and for salaries, support, 9 17 maintenance, equipment, and miscellaneous purposes: 9 18 .................................................. $ 3,455,832 9 19 DESIGNATED APPROPRIATIONS 9 20 MISCELLANEOUS FUNDS 9 21 Sec. 12. SPECIAL SNOWMOBILE FUND ==== SNOWMOBILE 9 22 PROGRAM. There is appropriated from the special snowmobile 9 23 fund created under section 321G.7 to the department of natural 9 24 resources for the fiscal year beginning July 1, 2015, and 9 25 ending June 30, 2016, the following amount, or so much thereof 9 26 as is necessary, to be used for the purpose designated: 9 27 For purposes of administering and enforcing the state 9 28 snowmobile programs: 9 29 .................................................. $ 100,000 9 30 Sec. 13. UNASSIGNED REVENUE FUND ==== UNDERGROUND STORAGE 9 31 TANKS SECTION EXPENSES. There is appropriated from the 9 32 unassigned revenue fund administered by the Iowa comprehensive 9 33 petroleum underground storage tank fund board established 9 34 pursuant to section 455G.4 to the department of natural 9 35 resources for the fiscal year beginning July 1, 2015, and 10 1 ending June 30, 2016, the following amount, or so much thereof 10 2 as is necessary, to be used for the purpose designated: 10 3 For purposes of paying for administration expenses of the 10 4 department's underground storage tanks section: 10 5 .................................................. $ 200,000 10 6 SPECIAL APPROPRIATIONS 10 7 GENERAL FUND 10 8 Sec. 14. FLOODPLAIN MANAGEMENT AND DAM SAFETY. 10 9 1. There is appropriated from the general fund of the state 10 10 to the department of natural resources for the fiscal year 10 11 beginning July 1, 2015, and ending June 30, 2016, the following 10 12 amount, or so much thereof as is necessary, to be used for the 10 13 purpose designated: 10 14 For purposes of supporting floodplain management and dam 10 15 safety: 10 16 .................................................. $ 2,000,000 10 17 2. Of the amount appropriated in subsection 1, up to 10 18 $400,000 may be used by the department to acquire or install 10 19 stream gages for purposes of tracking and predicting flood 10 20 events and for compiling necessary data to improve flood 10 21 frequency analysis. 10 22 3. Notwithstanding section 8.33, moneys appropriated in 10 23 subsection 1 that remain unencumbered or unobligated at the 10 24 close of the fiscal year shall not revert but shall remain 10 25 available for expenditure for the purposes designated until the 10 26 close of the succeeding fiscal year. 10 27 Sec. 15. FORESTRY HEALTH MANAGEMENT. 10 28 1. There is appropriated from the general fund of the state 10 29 to the department of natural resources for the fiscal year 10 30 beginning July 1, 2015, and ending June 30, 2016, the following 10 31 amount, or so much thereof as is necessary, to be used for the 10 32 purposes designated: 10 33 For purposes of providing for forestry health management 10 34 programs: 10 35 .................................................. $ 450,000 11 1 2. Notwithstanding section 8.33, moneys appropriated in 11 2 this section that remain unencumbered or unobligated at the 11 3 close of the fiscal year shall not revert but shall remain 11 4 available to be used for the purposes designated until the 11 5 close of the succeeding fiscal year. 11 6 DIVISION IV 11 7 IOWA STATE UNIVERSITY 11 8 SPECIAL GENERAL FUND AND GROUNDWATER PROTECTION FUND 11 9 APPROPRIATIONS FOR FY 2015=2016 11 10 VETERINARY DIAGNOSTIC LABORATORY 11 11 Sec. 16. VETERINARY DIAGNOSTIC LABORATORY. 11 12 1. There is appropriated from the general fund of the state 11 13 to Iowa state university of science and technology for the 11 14 fiscal year beginning July 1, 2015, and ending June 30, 2016, 11 15 the following amount, or so much thereof as is necessary, to be 11 16 used for the purposes designated: 11 17 For purposes of supporting the college of veterinary 11 18 medicine for the operation of the veterinary diagnostic 11 19 laboratory and for not more than the following full=time 11 20 equivalent positions: 11 21 .................................................. $ 4,000,000 11 22 ............................................... FTEs 51.00 11 23 2. a. Iowa state university of science and technology 11 24 shall not reduce the amount that it allocates to support the 11 25 college of veterinary medicine from any other source due to the 11 26 appropriation made in this section. 11 27 b. Paragraph "a" does not apply to a reduction made to 11 28 support the college of veterinary medicine, if the same 11 29 percentage of reduction imposed on the college of veterinary 11 30 medicine is also imposed on all of Iowa state university of 11 31 science and technology's budget units. 11 32 3. If by June 30, 2016, Iowa state university of science and 11 33 technology fails to allocate the moneys appropriated in this 11 34 section to the college of veterinary medicine in accordance 11 35 with this section, the moneys appropriated in this section for 12 1 that fiscal year shall revert to the general fund of the state. 12 2 WATER QUALITY INITIATIVE 12 3 Sec. 17. IOWA NUTRIENT RESEARCH CENTER. 12 4 1. There is appropriated from the general fund of the state 12 5 to Iowa state university of science and technology for the 12 6 fiscal year beginning July 1, 2015, and ending June 30, 2016, 12 7 the following amount, or so much thereof as is necessary, to be 12 8 used for the purposes designated: 12 9 For purposes of supporting an Iowa nutrient research center 12 10 as established in section 466B.47: 12 11 .................................................. $ 1,325,000 12 12 2. Notwithstanding section 8.33, moneys appropriated in 12 13 this section that remain unencumbered or unobligated at the 12 14 close of the fiscal year shall not revert but shall remain 12 15 available for expenditure for the purposes designated until the 12 16 close of the succeeding fiscal year. 12 17 Sec. 18. DATA COLLECTION OF IN=FIELD AGRICULTURAL PRACTICES 12 18 == THREE=YEAR PILOT PROJECT. 12 19 1. Notwithstanding section 455E.11, subsection 2, 12 20 paragraph b, subparagraph (3), subparagraph division (b), 12 21 of the unobligated and unencumbered moneys remaining in the 12 22 agriculture management account of the groundwater protection 12 23 fund that would otherwise be required to be transferred to 12 24 the Iowa department of public health under that subparagraph 12 25 division, there is appropriated to Iowa state university of 12 26 science and technology for the fiscal year beginning July 1, 12 27 2015, and ending June 30, 2016, the following amount, or so 12 28 much thereof as is necessary, to be used for the purposes 12 29 designated: 12 30 a. For use by the university's college of agriculture and 12 31 life sciences for purposes of supporting a three=year data 12 32 collection of in=field practices project: 12 33 .................................................. $ 1,230,000 12 34 b. Notwithstanding section 8.33, moneys appropriated in 12 35 paragraph "a" that remain unencumbered or unobligated at the 13 1 close of the fiscal year shall not revert but shall remain 13 2 available for expenditure for the purposes designated until the 13 3 close of the fiscal year beginning July 1, 2017. 13 4 2. The three=year project shall be used to do all of the 13 5 following: 13 6 a. Enhance this state's ability to track its progress in 13 7 reducing the transport of nutrients to water from nonpoint 13 8 sources within watersheds in accordance with the latest 13 9 revision of the document entitled "Iowa Nutrient Reduction 13 10 Strategy" initially presented in November 2012 by the 13 11 department of agriculture and land stewardship, the department 13 12 of natural resources, and Iowa state university of science and 13 13 technology. 13 14 b. Develop a database of in=field agricultural practices 13 15 and analyze the impact of those practices in the aggregate. 13 16 An agricultural practice includes but is not limited to soil 13 17 and water conservation practices, structures, technologies, 13 18 and agricultural inputs and outputs. The college may also 13 19 provide for the measurement of other impacts associated with 13 20 agricultural production. The finding of the pilot project 13 21 shall be used to develop a system to be implemented within a 13 22 broader range of watersheds that measures existing agricultural 13 23 practices and the impact of different nutrient management 13 24 decisions. 13 25 3. The college shall enter into a private=public 13 26 partnership with one or more persons responsible for receiving, 13 27 collecting, or holding data described in subsection 2. The 13 28 college shall provide for the terms and conditions of any legal 13 29 or financial arrangement that it enters into with such person. 13 30 Any information received, collected, or held by the person 13 31 shall be confidential in the same manner as provided in section 13 32 466B.49, subsection 2. The college shall only enter into an 13 33 arrangement with a person if the college is satisfied that the 13 34 person will protect the confidentiality of the information. 13 35 Any information including aggregate data transmitted to the 14 1 college by the person shall be available for public examination 14 2 and copying under chapter 22, except for the same type of 14 3 information described in section 466B.49, subsection 2, which 14 4 shall remain confidential. 14 5 4. The college shall submit interim reports to the general 14 6 assembly by March 1, 2016, and March 1, 2017, and a final 14 7 report to the general assembly by March 1, 2018. The final 14 8 report shall include its findings and recommendations. 14 9 DIVISION V 14 10 ENVIRONMENT FIRST FUND 14 11 GENERAL APPROPRIATIONS FOR FY 2015=2016 14 12 Sec. 19. DEPARTMENT OF AGRICULTURE AND LAND 14 13 STEWARDSHIP. There is appropriated from the environment first 14 14 fund created in section 8.57A to the department of agriculture 14 15 and land stewardship for the fiscal year beginning July 1, 14 16 2015, and ending June 30, 2016, the following amounts, or so 14 17 much thereof as is necessary, to be used for the purposes 14 18 designated: 14 19 1. CONSERVATION RESERVE ENHANCEMENT PROGRAM (CREP) 14 20 a. For the conservation reserve enhancement program to 14 21 restore and construct wetlands for the purposes of intercepting 14 22 tile line runoff, reducing nutrient loss, improving water 14 23 quality, and enhancing agricultural production practices: 14 24 .................................................. $ 1,000,000 14 25 b. Not more than 10 percent of the moneys appropriated 14 26 in paragraph "a" may be used for costs of administration and 14 27 implementation of soil and water conservation practices. 14 28 c. Notwithstanding any other provision in law, the 14 29 department may use moneys appropriated in this subsection, 14 30 in combination with other appropriate environment first 14 31 fund appropriations, for cost sharing to match United States 14 32 department of agriculture, natural resources conservation 14 33 service, wetlands reserve enhancement program (WREP) funding 14 34 available to Iowa. 14 35 2. WATERSHED PROTECTION 15 1 a. For continuation of a program that provides 15 2 multiobjective resource protections for flood control, water 15 3 quality, erosion control, and natural resource conservation: 15 4 .................................................. $ 900,000 15 5 b. SOIL AND WATER CONSERVATION ==== ADMINISTRATION 15 24 For use by the department for costs of administration and 15 25 implementation of soil and water conservation practices: 15 26 .................................................. $ 2,550,000 15 27 5. CONSERVATION RESERVE PROGRAM (CRP) 15 28 a. SOIL AND WATER CONSERVATION 16 2 a. For use by the department in providing for soil and 16 3 water conservation administration, the conservation of soil and 16 4 water resources, or the support of soil and water conservation 16 5 districts: 16 6 .................................................. $ 6,750,000 16 7 b. Of the amount appropriated in paragraph "a" that the 16 8 department allocates to a soil and water conservation district, 16 9 the first $15,000 may be expended by the district for the 16 10 purpose of providing financial incentives under section 161A.73 16 11 to establish management practices for the control of soil 16 12 erosion on land that is row=cropped, including but not limited 16 13 to nontill planting, ridge=till planting, and contouring 16 14 strip=cropping. Of any remaining amount of that appropriation 16 15 allocated by the department to a district, 30 percent may be 16 16 expended by the district for that same purpose. 16 17 c. Not more than 5 percent of the moneys appropriated in 16 18 paragraph "a" may be allocated for cost sharing to address 16 19 complaints filed under section 161A.47. 16 20 d. Of the moneys appropriated in paragraph "a", 5 percent 16 21 shall be allocated for financial incentives to establish 16 22 practices to protect watersheds above publicly owned lakes of 16 23 the state from soil erosion and sediment as provided in section 16 24 161A.73. 16 25 e. The state soil conservation committee established by 16 26 section 161A.4 may allocate moneys appropriated in paragraph 16 27 "a" to conduct research and demonstration projects to promote 16 28 conservation tillage and nonpoint source pollution control 16 29 practices. 16 30 f. The allocation of moneys as financial incentives as 16 31 provided in section 161A.73 may be used in combination with 16 32 moneys allocated by the department of natural resources. 16 33 g. Not more than 15 percent of the moneys appropriated 16 34 in paragraph "a" may be used for costs of administration and 16 35 implementation of soil and water conservation practices. 17 1 h. In lieu of moneys appropriated in section 466A.5, not 17 2 more than $50,000 of the moneys appropriated in paragraph 17 3 "a" shall be used by the soil conservation division of the 17 4 department of agriculture and land stewardship to provide 17 5 administrative support to the watershed improvement review 17 6 board established in section 466A.3. 17 7 7. LOESS HILLS DEVELOPMENT AND CONSERVATION FUND 17 8 a. For deposit in the loess hills development and 17 9 conservation fund created in section 161D.2: 17 10 .................................................. $ 600,000 17 11 b. Notwithstanding section 8.33, moneys appropriated for 19 22 the fiscal year beginning July 1, 2015, in this division of 19 23 this Act to the department of agriculture and land stewardship 19 24 to provide financial assistance for the establishment of 19 25 permanent soil and water conservation practices that remain 19 26 unencumbered or unobligated at the close of the fiscal year 19 27 shall not revert but shall remain available for expenditure 19 28 for the purposes designated until the close of the fiscal year 19 29 beginning July 1, 2018. 19 30 DIVISION VI 19 31 ENVIRONMENT FIRST FUND 19 32 SPECIAL APPROPRIATION FOR FY 2015=2016 19 33 Sec. 22. REAP ==== IN LIEU OF GENERAL FUND 19 34 APPROPRIATION. Notwithstanding the amount of the standing 19 35 appropriation from the general fund of the state to the Iowa 20 1 resources enhancement and protection fund as provided in 20 2 section 455A.18, there is appropriated from the environment 20 3 first fund created in section 8.57A to the Iowa resources 20 4 enhancement and protection fund, in lieu of the appropriation 20 5 made in section 455A.18, for the fiscal year beginning July 1, 20 6 2015, and ending June 30, 2016, the following amount, to be 20 7 allocated as provided in section 455A.19: 20 8 .................................................. $ 16,000,000 20 9 DIVISION VII 20 10 PERSONNEL SETTLEMENT AGREEMENT PAYMENTS 20 11 Sec. 23. PERSONNEL SETTLEMENT AGREEMENT PAYMENTS. As 20 12 a condition made to any appropriation to the department of 20 13 agriculture and land stewardship, the department of natural 20 14 resources, or Iowa state university of science and technology 20 15 for the fiscal year beginning July 1, 2015, and ending June 30, 20 16 2016, as provided in this Act, the moneys appropriated and any 20 17 other moneys available for use by that entity for that fiscal 20 18 year under this Act shall not be used for the payment of a 20 19 personnel settlement agreement between that entity and a state 20 20 employee that contains a confidentiality provision intended to 20 21 prevent public disclosure of the agreement or any terms of the 20 22 agreement. 20 23 DIVISION VIII 20 24 DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP 20 25 GENERAL APPROPRIATION FOR FY 2016=2017 20 26 Sec. 24. AGRICULTURAL EDUCATION. 23 15 1. There is appropriated from the general fund of the state 23 16 to the department of agriculture and land stewardship for the 23 17 fiscal year beginning July 1, 2016, and ending June 30, 2017, 23 18 the following amount, or so much thereof as is necessary, to be 23 19 used for the purposes designated: 23 20 For purposes of allocating moneys to an Iowa association 23 21 affiliated with a national organization which promotes 23 22 agricultural education providing for future farmers: 23 23 .................................................. $ 12,500 23 24 2. Notwithstanding section 8.33, moneys appropriated for 23 25 the fiscal year beginning July 1, 2016, in this section that 23 26 remain unencumbered or unobligated at the close of the fiscal 23 27 year shall not revert but shall remain available to be used 23 28 for the purposes designated until the close of the succeeding 23 29 fiscal year. 23 30 Sec. 30. FARMERS WITH DISABILITIES PROGRAM. 23 31 1. There is appropriated from the general fund of the state 23 32 to the department of agriculture and land stewardship for the 23 33 fiscal year beginning July 1, 2016, and ending June 30, 2017, 23 34 the following amount, or so much thereof as is necessary, to be 23 35 used for the purposes designated: 24 1 For purposes of supporting a program for farmers with 24 2 disabilities: 24 3 .................................................. $ 65,000 24 4 2. The moneys appropriated in subsection 1 shall be used for 24 5 the public purpose of providing a grant to a national nonprofit 24 6 organization with over 80 years of experience in assisting 24 7 children and adults with disabilities and special needs. The 24 8 moneys shall be used to support a nationally recognized program 24 9 that began in 1986 and has been replicated in at least 30 other 24 10 states, but which is not available through any other entity 24 11 in this state, and that provides assistance to farmers with 24 12 disabilities in all 99 counties to allow the farmers to remain 24 13 in their own homes and be gainfully engaged in farming through 24 14 provision of agricultural worksite and home modification 24 15 consultations, peer support services, services to families, 24 16 information and referral, and equipment loan services. 24 17 3. Notwithstanding section 8.33, moneys appropriated in 24 18 this section that remain unencumbered or unobligated at the 24 19 close of the fiscal year shall not revert but shall remain 24 20 available for expenditure for the purposes designated until the 24 21 close of the succeeding fiscal year. 24 22 DIVISION IX 24 23 GENERAL FUND 24 24 DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP 24 25 WATER QUALITY INITIATIVE 24 26 APPROPRIATIONS FOR FY 2016=2017 24 27 Sec. 31. WATER QUALITY INITIATIVE ==== GENERAL. 24 28 1. There is appropriated from the general fund of the state 24 29 to the department of agriculture and land stewardship for the 24 30 fiscal year beginning July 1, 2016, and ending June 30, 2017, 24 31 the following amount, or so much thereof as is necessary, to be 24 32 used for the purposes designated: 24 33 For deposit in the water quality initiative fund created in 24 34 section 466B.45, for purposes of supporting the water quality 24 35 initiative administered by the soil conservation division as 25 1 provided in section 466B.42, including salaries, support, 25 2 maintenance, and miscellaneous purposes, and for not more than 25 3 the following full=time equivalent positions: 25 4 .................................................. $ 2,200,000 25 5 ............................................... FTEs 2.00 25 6 2. a. The moneys appropriated in subsection 1 shall be 25 7 used to support projects in subwatersheds as designated by the 25 8 division that are part of high=priority watersheds identified 25 9 by the water resources coordinating council established 25 10 pursuant to section 466B.3. 25 11 b. The moneys appropriated in subsection 1 shall be used to 25 12 support projects in watersheds generally, including regional 25 13 watersheds, as designated by the division and high=priority 25 14 watersheds identified by the water resources coordinating 25 15 council established pursuant to section 466B.3. 25 16 3. In supporting projects in subwatersheds and watersheds 25 17 as provided in subsection 2, all of the following shall apply: 25 18 a. The demonstration projects shall utilize water quality 25 19 practices as described in the latest revision of the document 25 20 entitled "Iowa Nutrient Reduction Strategy" initially presented 25 21 in November 2012 by the department of agriculture and land 25 22 stewardship, the department of natural resources, and Iowa 25 23 state university of science and technology. 25 24 b. The division shall implement demonstration projects as 25 25 provided in paragraph "a" by providing for participation by 25 26 persons who hold a legal interest in agricultural land used in 25 27 farming. To every extent practical, the division shall provide 25 28 for collaborative participation by such persons who hold a 25 29 legal interest in agricultural land located within the same 25 30 subwatershed. 25 31 c. The division shall implement a demonstration project on 25 32 a cost=share basis as determined by the division. However, the 25 33 state's share of the amount shall not exceed 50 percent of the 25 34 estimated cost of establishing the practice as determined by 25 35 the division or 50 percent of the actual cost of establishing 26 1 the practice, whichever is less. 26 2 d. The demonstration projects shall be used to educate other 26 3 persons about the feasibility and value of establishing similar 26 4 water quality practices. The division shall promote field day 26 5 events for purposes of allowing interested persons to establish 26 6 water quality practices on their agricultural land. 26 7 e. The division shall conduct water quality evaluations 26 8 within supported subwatersheds. Within a reasonable period 26 9 after accumulating information from such evaluations, the 26 10 division shall create an aggregated database of water quality 26 11 practices. Any information identifying a person holding a 26 12 legal interest in agricultural land or specific agricultural 26 13 land shall be a confidential record under section 22.7. 26 14 4. The moneys appropriated in subsection 1 shall be used 26 15 to support education and outreach in a manner that encourages 26 16 persons who hold a legal interest in agricultural land used for 26 17 farming to implement water quality practices, including the 26 18 establishment of such practices in watersheds generally, and 26 19 not limited to subwatersheds or high=priority watersheds. 26 20 5. The moneys appropriated in subsection 1 may be used 26 21 to contract with persons to coordinate the implementation of 26 22 efforts provided in this section. 26 23 6. The moneys appropriated in subsection 1 may be used by 26 24 the department to support urban soil and water conservation 26 25 efforts, which may include but are not limited to management 26 26 practices related to bioretention, landscaping, the use of 26 27 permeable or pervious pavement, and soil quality restoration. 26 28 The moneys shall be allocated on a cost=share basis as provided 26 29 in chapter 161A. 26 30 7. Notwithstanding any other provision of law to the 26 31 contrary, the department may use moneys appropriated in 26 32 subsection 1 to carry out the provisions of this section on a 26 33 cost=share basis in combination with other moneys available to 26 34 the department from a state or federal source. 26 35 8. Not more than 10 percent of the moneys appropriated in 27 1 this section may be used to pay for the costs of administering 27 2 and implementing the water quality initiative by the 27 3 department's soil conservation division as provided in section 27 4 466B.42 and this section. 27 5 DIVISION X 27 6 DEPARTMENT OF NATURAL RESOURCES 27 7 GENERAL APPROPRIATIONS FOR FY 2016=2017 27 8 Sec. 32. GENERAL FUND ==== DEPARTMENT. 27 9 1. There is appropriated from the general fund of the state 27 10 to the department of natural resources for the fiscal year 27 11 beginning July 1, 2016, and ending June 30, 2017, the following 27 12 amount, or so much thereof as is necessary, to be used for the 27 13 purposes designated: 27 14 For purposes of supporting the department, including its 27 15 divisions, for administration, regulation, and programs; for 27 16 salaries, support, maintenance, and miscellaneous purposes; and 27 17 for not more than the following full=time equivalent positions: 27 18 .................................................. $ 6,431,154 27 19 ............................................... Of the number of full=time equivalent positions 27 21 authorized to the department pursuant to subsection 1, 50.00 27 22 full=time equivalent positions shall be allocated by the 27 23 department for seasonal employees for purposes of providing 27 24 maintenance, upkeep, and sanitary services at state parks. 27 25 This subsection shall not impact park ranger positions within 27 26 the department. 27 27 3. The department shall submit a report each quarter of the 27 28 fiscal year to the legislative services agency, the department 27 29 of management, the members of the joint appropriations 27 30 subcommittee on agriculture and natural resources, and the 27 31 chairpersons and ranking members of the senate and house 27 32 committees on appropriations. The report shall describe in 27 33 detail the expenditure of moneys appropriated under this 27 34 section to support the department's administration, regulation, 27 35 and programs. 28 1 Sec. 33. STATE FISH AND GAME PROTECTION FUND ==== REGULATION 28 2 AND ADVANCEMENT OF OUTDOOR ACTIVITIES. 28 3 1. There is appropriated from the state fish and game 28 4 protection fund to the department of natural resources for the 28 5 fiscal year beginning July 1, 2016, and ending June 30, 2017, 28 6 the following amount, or so much thereof as is necessary, to be 28 7 used for the purposes designated: 28 8 For purposes of supporting the regulation or advancement of 28 9 hunting, fishing, or trapping, or the protection, propagation, 28 10 restoration, management, or harvest of fish or wildlife, 28 11 including for administration, regulation, law enforcement, and 28 12 programs; and for salaries, support, maintenance, equipment, 28 13 and miscellaneous purposes: 28 14 .................................................. $ 20,611,613 28 15 2. Notwithstanding section 455A.10, the department may use 28 16 the unappropriated balance remaining in the state fish and game 28 17 protection fund to provide for the funding of health and life 28 18 insurance premium payments from unused sick leave balances of 28 19 conservation peace officers employed in a protection occupation 28 20 who retire, pursuant to section 97B.49B. 28 21 3. Notwithstanding section 455A.10, the department of 28 22 natural resources may use the unappropriated balance remaining 28 23 in the state fish and game protection fund for the fiscal 28 24 year beginning July 1, 2016, and ending June 30, 2017, as is 28 25 necessary to fund salary adjustments for departmental employees 28 26 for which the general assembly has made an operating budget 28 27 appropriation in subsection 1. 28 28 Sec. 34. Paragraph "a" does not apply to a reduction made to 31 14 support the college of veterinary medicine, if the same 31 15 percentage of reduction imposed on the college of veterinary 31 16 medicine is also imposed on all of Iowa state university of 31 17 science and technology's budget units. 31 18 3. If by June 30, 2017, Iowa state university of science and 31 19 technology fails to allocate the moneys appropriated in this 31 20 section to the college of veterinary medicine in accordance 31 21 with this section, the moneys appropriated in this section for 31 22 that fiscal year shall revert to the general fund of the state. 31 23 WATER QUALITY INITIATIVE 31 24 Sec. 40. IOWA NUTRIENT RESEARCH CENTER. 31 25 1. There is appropriated from the general fund of the state 31 26 to Iowa state university of science and technology for the 31 27 fiscal year beginning July 1, 2016, and ending June 30, 2017, 31 28 the following amount, or so much thereof as is necessary, to be 31 29 used for the purposes designated: 31 30 For purposes of supporting an Iowa nutrient research center 31 31 as established in section 466B.47: 31 32 .................................................. $ 662,500 31 33 2. DEPARTMENT OF AGRICULTURE AND LAND 32 7 STEWARDSHIP. There is appropriated from the environment first 32 8 fund created in section 8.57A to the department of agriculture 32 9 and land stewardship for the fiscal year beginning July 1, 32 10 2016, and ending June 30, 2017, the following amounts, or so 32 11 much thereof as is necessary, to be used for the purposes 32 12 designated: 32 13 1. CONSERVATION RESERVE ENHANCEMENT PROGRAM (CREP) 32 14 a. For the conservation reserve enhancement program to 32 15 restore and construct wetlands for the purposes of intercepting 32 16 tile line runoff, reducing nutrient loss, improving water 32 17 quality, and enhancing agricultural production practices: 32 18 .................................................. $ 500,000 32 19 b. Not more than 10 percent of the moneys appropriated 32 20 in paragraph "a" may be used for costs of administration and 32 21 implementation of soil and water conservation practices. 32 22 c. Notwithstanding any other provision in law, the 32 23 department may use moneys appropriated in this subsection, 32 24 in combination with other appropriate environment first 32 25 fund appropriations, for cost sharing to match United States 32 26 department of agriculture, natural resources conservation 32 27 service, wetlands reserve enhancement program (WREP) funding 32 28 available to Iowa. 32 29 2. WATERSHED PROTECTION 32 30 a. For continuation of a program that provides 32 31 multiobjective resource protections for flood control, water 32 32 quality, erosion control, and natural resource conservation: 32 33 .................................................. $ 450,000 32 34 b. Of the amount appropriated in paragraph "a", $200,000 33 13 shall be allocated to an organization representing soybean 33 14 growers to provide for an agriculture and environment 33 15 performance program in order to carry out the purposes of this 33 16 subsection as specified in paragraph "a". 33 17 4. SOIL AND WATER CONSERVATION ==== ADMINISTRATION 33 18 For use by the department for costs of administration and 33 19 implementation of soil and water conservation practices: 33 20 .................................................. $ 1,275,000 33 21 5. CONSERVATION RESERVE PROGRAM (CRP) 33 22 a. To encourage and assist farmers in enrolling in and the 33 23 implementation of the federal conservation reserve program and 33 24 to work with them to enhance their revegetation efforts to 33 25 improve water quality and habitat: 33 26 .................................................. $ 500,000 33 27 b. Not more than 10 percent of the moneys appropriated 33 28 in paragraph "a" may be used for costs of administration and 33 29 implementation of soil and water conservation practices. 33 30 6. SOIL AND WATER CONSERVATION 33 31 a. For use by the department in providing for soil and 33 32 water conservation administration, the conservation of soil and 33 33 water resources, or the support of soil and water conservation 33 34 districts: 33 35 .................................................. $ 3,375,000 34 1 b. Of the amount appropriated in paragraph "a" that the 34 2 department allocates to a soil and water conservation district, 34 3 the first $7,500 may be expended by the district for the 34 4 purpose of providing financial incentives under section 161A.73 34 5 to establish management practices for the control of soil 34 6 erosion on land that is row=cropped, including but not limited 34 7 to nontill planting, ridge=till planting, and contouring 34 8 strip=cropping. Of any remaining amount of that appropriation 34 9 allocated by the department to a district, 30 percent may be 34 10 expended by the district for that same purpose. 34 11 c. Not more than 5 percent of the moneys appropriated in 34 12 paragraph "a" may be allocated for cost sharing to address 34 13 complaints filed under section 161A.47. 34 14 d. Of the moneys appropriated in paragraph "a", 5 percent 34 15 shall be allocated for financial incentives to establish 34 16 practices to protect watersheds above publicly owned lakes of 34 17 the state from soil erosion and sediment as provided in section 34 18 161A.73. 34 19 e. The state soil conservation committee established by 34 20 section 161A.4 may allocate moneys appropriated in paragraph 34 21 "a" to conduct research and demonstration projects to promote 34 22 conservation tillage and nonpoint source pollution control 34 23 practices. 34 24 f. The allocation of moneys as financial incentives as 34 25 provided in section 161A.73 may be used in combination with 34 26 moneys allocated by the department of natural resources. 34 27 g. Not more than 15 percent of the moneys appropriated 34 28 in paragraph "a" may be used for costs of administration and 34 29 implementation of soil and water conservation practices. 34 30 h. In lieu of moneys appropriated in section 466A.5, not 34 31 more than $25,000 of the moneys appropriated in paragraph 34 32 "a" shall be used by the soil conservation division of the 34 33 department of agriculture and land stewardship to provide 34 34 administrative support to the watershed improvement review 34 35 board established in section 466A.3. 35 1 7. LOESS HILLS DEVELOPMENT AND CONSERVATION FUND 35 2 a. For deposit in the loess hills development and 35 3 conservation fund created in section 161D.2: 35 4 .................................................. $ 300,000 35 5 b. DEPARTMENT OF NATURAL RESOURCES. REVERSION. 37 6 1. Except as provided in subsection 2, and notwithstanding 37 7 section 8.33, moneys appropriated for the fiscal year beginning 37 8 July 1, 2016, in this division of this Act that remain 37 9 unencumbered or unobligated at the close of the fiscal year 37 10 shall not revert but shall remain available to be used for the 37 11 purposes designated until the close of the succeeding fiscal 37 12 year, or until the project for which the appropriation was made 37 13 is completed, whichever is earlier. 37 14 2. Notwithstanding section 8.33, moneys appropriated for 37 15 the fiscal year beginning July 1, 2016, in this division of 37 16 this Act to the department of agriculture and land stewardship 37 17 to provide financial assistance for the establishment of 37 18 permanent soil and water conservation practices that remain 37 19 unencumbered or unobligated at the close of the fiscal year 37 20 shall not revert but shall remain available for expenditure 37 21 for the purposes designated until the close of the fiscal year 37 22 beginning July 1, 2019. 37 23 DIVISION XIII 37 24 PERSONNEL SETTLEMENT AGREEMENT PAYMENTS 37 25 Sec. 44. PERSONNEL SETTLEMENT AGREEMENT PAYMENTS. As 37 26 a condition made to any appropriation to the department of 37 27 agriculture and land stewardship, the department of natural 37 28 resources, or Iowa state university of science and technology 37 29 for the fiscal year beginning July 1, 2016, and ending June 30, 37 30 2017, as provided in this Act, the moneys appropriated and any 37 31 other moneys available for use by that entity for that fiscal 37 32 year under this Act shall not be used for the payment of a 37 33 personnel settlement agreement between that entity and a state 37 34 employee that contains a confidentiality provision intended to 37 35 prevent public disclosure of the agreement or any terms of the 38 1 agreement. 38 2 DIVISION XIV 38 3 RELATED STATUTORY CHANGES FOR CODIFICATION IN 2015 38 4 BLUFFLANDS PROTECTION PROGRAM AND REVOLVING FUND 38 5 Sec. 45. Section 161A.80, subsection 2, paragraphs a and b, 38 6 Code 2015, are amended by striking the paragraphs. 38 7 Sec. 46. Section 161A.80, Code 2015, is amended by adding 38 8 the following new subsection: 38 9 NEW SUBSECTION. 3. This section is repealed on July 1, 38 10 2025. 38 11 Sec. 47. NEW SECTION. 161A.80A Outstanding bluffland 38 12 protection loans. 38 13 1. The principal and interest from any blufflands 38 14 protection loan made pursuant to section 161A.80 remaining 38 15 outstanding on July 1, 2025, that would have been payable to 38 16 the blufflands protection revolving fund created in section 38 17 161A.80, shall instead be paid to the division on or after July 38 18 1, 2015, pursuant to the terms of the loan agreement. The 38 19 moneys paid to the division shall be credited to the rebuild 38 20 Iowa infrastructure fund created in section 8.57. 38 21 2. This section is repealed on July 1, 2030. 38 22 EXPLANATION 38 23 The inclusion of this explanation does not constitute agreement with 38 24 the explanation's substance by the members of the general assembly. 38 25 GENERAL. This bill relates to agriculture and natural 38 26 resources by making appropriations for the fiscal years 38 27 2015=2016 and 2016=2017 to support related entities, including 38 28 the department of agriculture and land stewardship (DALS), 38 29 the department of natural resources (DNR), and Iowa state 38 30 university (ISU). 38 31 The bill primarily appropriates moneys to DALS and DNR. 38 32 The appropriations are made to support those departments for 38 33 administration, regulation, and support of programs. The bill 38 34 requires the departments to submit quarterly reports to the 38 35 general assembly and department of management regarding the 39 1 expenditure of appropriated moneys. The bill also provides 39 2 moneys to support specific programs or projects administered by 39 3 those departments. The bill appropriates moneys from a number 39 4 of sources, including the general fund of the state, the state 39 5 fish and game protection fund, the groundwater protection fund 39 6 (Code section 455E.11), and the environment first fund (Code 39 7 section 8.57A). The bill is organized into divisions. 39 8 DALS ==== GENERAL FUND APPROPRIATIONS ==== FY 2015=2016. For 39 9 DALS, moneys are appropriated from the general fund of the 39 10 state for FY 2015=2016 in order to support its administrative 39 11 divisions, including consumer protection and industry services, 39 12 soil conservation, and food safety and animal health. Moneys 39 13 are transferred to ISU to support its midwest grape and wine 39 14 institute. 39 15 DALS ==== MISCELLANEOUS FUNDS APPROPRIATIONS == FY 2015=2016. 39 16 The bill appropriates moneys from a number of sources for 39 17 FY 2015=2016 to support DALS in order to support designated 39 18 purposes, including moneys derived from unclaimed winnings from 39 19 horse and dog races, for administration and enforcement of 39 20 racing regulations (Code section 99D.22); and moneys credited 39 21 to the renewable fuel infrastructure fund (Code section 39 22 159A.16), for purposes of motor fuel inspection and auditing 39 23 biofuel processing and production (Code chapter 214A). 39 24 DALS ==== SPECIAL GENERAL FUND APPROPRIATIONS == FY 2015=2016. 39 25 The bill also makes special appropriations from the general 39 26 fund of the state for FY 2015=2016 to DALS in order to support 39 27 specific purposes including milk inspection (Code section 39 28 192.109), the local food and farm program (Code chapter 267A), 39 29 an agricultural education organization, and assistance to 39 30 farmers with disabilities. 39 31 DALS ==== GENERAL FUND APPROPRIATIONS == WATER QUALITY 39 32 INITIATIVE == FY 2015=2016. The bill appropriates moneys from 39 33 the general fund of the state for FY 2015=2016 to DALS for 39 34 deposit in the water quality initiative fund (Code section 39 35 466B.45), including to support high=priority watershed 40 1 projects. 40 2 DNR ==== GENERAL FUND AND OTHER MAJOR FUNDS APPROPRIATIONS 40 3 == FY 2015=2016. The bill makes appropriations from a number 40 4 of funds for FY 2015=2016 to DNR in order to support its 40 5 administrative divisions involving natural resources and 40 6 environmental protection from the general fund of the state, 40 7 the state fish and game protection fund, and the groundwater 40 8 protection fund. 40 9 DNR ==== DESIGNATED MISCELLANEOUS FUNDS APPROPRIATIONS == FY 40 10 2015=2016. The bill extends the repeal date for 43 27 provisions creating a bluffland protection program and a 43 28 bluffland protection revolving fund (Code section 161A.80). 43 29 The provisions are to be repealed on July 1, 2015, and 43 30 the bill extends that date to July 1, 2025.
