S.F. 452 Section 1. LEARNING RECOVERY TASK FORCE. 1 1. The learning recovery task force is established to 2 evaluate the degree and types of learning losses students 3 enrolled in pre-kindergarten through grade twelve experienced 4 due to the COVID-19 pandemic. The task force shall study, 5 identify, and recommend remedial measures, including but 6 not limited to alterations in the school calendar, remedial 7 classwork, special individualized tutoring, and further options 8 as may seem justified and practical. The task force shall 9 consult with education experts and stakeholders in this state 10 as appropriate. 11 2. The task force shall consist of the director of the 12 department of education or the director’s designee, who shall 13 convene the organizational meeting, a member of the state 14 board of education who shall be appointed by the chairperson 15 of the state board, and the following members appointed by the 16 governor in consultation with the director of the department 17 of education: 18 a. Two elementary school teachers, one middle school 19 teacher, and one high school teacher. 20 b. One elementary school principal and one middle or high 21 school principal. 22 c. One superintendent for a school district with an actual 23 enrollment of more than one thousand five hundred students, 24 and one superintendent for a school district with an actual 25 enrollment of one thousand five hundred or fewer students. 26 d. A member of the board of directors of a school district 27 that has an actual enrollment of more than one thousand five 28 hundred students and a member of the board of directors of a 29 school district that has an actual enrollment of one thousand 30 five hundred or fewer students. 31 e. One faculty member from the college of education or 32 the school of education, as appropriate, at each of the 33 institutions of higher learning governed by the state board of 34 regents. 35 -1- LSB 2509XS (6) 89 kh/jh 1/ 3
S.F. 452 f. The director of the Iowa reading research center under 1 the state university of Iowa college of education, or the 2 director’s designee. 3 g. The parent or guardian of an elementary school student, 4 the parent or guardian of a middle school student, and the 5 parent or guardian of a high school student. 6 h. Two members of the general public. 7 3. To the extent possible, members shall be selected to 8 reflect geographic, racial, and ethnic diversity. Members of 9 the task force appointed pursuant to subsection 2, paragraphs 10 “a” through “h”, shall be reimbursed for actual and necessary 11 travel expenses. 12 4. The department of education shall provide staffing 13 services for the task force. Task force meetings and records 14 are subject to the provisions of chapters 21 and 22. 15 5. The task force shall submit its findings and 16 recommendations, including recommendations for legislation or 17 rulemaking, as necessary, in a report to the general assembly 18 by December 30, 2021. 19 EXPLANATION 20 The inclusion of this explanation does not constitute agreement with 21 the explanation’s substance by the members of the general assembly. 22 This bill establishes a learning recovery task force to 23 evaluate the degree and types of learning losses students 24 enrolled in pre-kindergarten through grade 12 experienced 25 due to the COVID-19 pandemic. S.F. 452 of the board, and members appointed by the governor in 1 consultation with the director of the department of education 2 who shall include elementary, middle, and high school 3 teachers; an elementary and a middle or high school principal; 4 superintendents and school board members for large and small 5 school districts; faculty members from the colleges or schools 6 of education at the regents universities; the director of the 7 Iowa reading research center or the director’s designee; the 8 parents or guardians of students at the elementary, middle, and 9 high school levels; and members of the general public. 10 To the extent possible, members shall be selected to reflect 11 geographic, racial, and ethnic diversity. Members other than 12 the director of the department and the member of the state 13 board of education shall be reimbursed for actual and necessary 14 travel expenses. 15 The department of education shall provide staffing services 16 for the task force.
