Section
1.
ALCOHOLIC
BEVERAGES
——
REBATE
FOR
RENEWAL
OF
1
LICENSE
OR
PERMIT
FOR
ON-PREMISES
CONSUMPTION.

1.
The
alcoholic
beverages
division
of
the
department
3
of
commerce
shall
provide
the
holder
of
an
annual
license
4
or
annual
permit
to
sell
alcoholic
beverages,
as
defined
in
5
section
123.3,
for
on-premises
consumption
who
renewed
such
6
license
or
permit
in
the
calendar
year
beginning
January
1,
7
2020,
a
rebate
on
the
renewal
fee
for
such
license
or
permit
if
8
the
holder
renews
the
permit
or
license
in
the
calendar
year
9
beginning
January
1,
2021.
The
rebate
shall
be
equal
to
the
10
renewal
fee
amount
the
holder
paid
in
the
previous
calendar
11
year,
reduced
by
the
amount
of
any
reimbursement
or
reduction
12
of
such
fee
provided
to
the
holder
pursuant
to
a
proclamation
13
of
disaster
emergency
pursuant
to
section
29C.6
or
other
action
14
of
the
state.

2.
If
the
holder
paid
such
a
renewal
fee
in
the
calendar
16
year
beginning
January
1,
2021,
prior
to
the
effective
date
of
17
this
Act,
the
alcoholic
beverages
division
shall
provide
the
18
holder
with
a
refund
in
the
amount
of
the
rebate
to
which
the
19
holder
would
otherwise
have
been
entitled
under
this
section.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
21
importance,
takes
effect
upon
enactment.

EXPLANATION
23
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
24
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
alcoholic
beverages
division
of
the
26
department
of
commerce
to
provide
the
holder
of
an
annual
27
license
or
annual
permit
to
sell
alcoholic
beverages
for
28
on-premises
consumption
who
renewed
such
license
or
permit
in
29
the
calendar
year
beginning
January
1,
2020,
a
rebate
on
the
30
renewal
fee
for
such
license
or
permit
if
the
holder
renews
the
31
permit
or
license
in
the
calendar
year
beginning
January
1,
32
2021.
The
rebate
shall
be
equal
to
the
renewal
fee
amount
the
33
holder
paid
in
the
previous
calendar
year.

a
renewal
fee
in
the
calendar
