S.F. 379 Section 1. MEDICAID LONG-TERM SERVICES AND SUPPORTS 1 PROVIDERS —— REIMBURSEMENT RATE REVIEW. The department of 2 human services shall conduct a reimbursement rate review to 3 evaluate the reimbursement rates of long-term services and 4 supports providers, including but not limited to consumer 5 choices option, consumer-directed attendant care, and home 6 care providers, to determine rate adjustments that provide 7 the living wage necessary for these providers to live without 8 reliance on public supports, access to care at the level of 9 services and supports required by each individual Medicaid 10 member to live and thrive in the member’s home and community, 11 and an annual cost-of-living adjustment. The department shall 12 report findings and recommendations from the rate review and 13 include a corresponding budget request to the governor and the 14 general assembly by November 1, 2021. 15 EXPLANATION 16 The inclusion of this explanation does not constitute agreement with 17 the explanation’s substance by the members of the general assembly. 18 This bill requires the department of human services 19 (DHS) to conduct a reimbursement rate review to evaluate 20 the reimbursement rates of long-term services and supports 21 providers to determine rate adjustments that provide the 22 living wage necessary for providers to live without reliance 23 on public supports, access to care at the level of services 24 and supports required by each individual Medicaid member to 25 live and thrive in the member’s home and community, and an 26 annual cost-of-living adjustment.
