1.
Section
15.120,
Code
2019,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
4A.
The
center
shall
develop
a
strategic
3
plan
which
provides
a
framework
for
achieving
the
production
4
of
eighty
percent
of
the
state’s
energy
needs
from
renewable
5
energy
sources
by
2030,
and
one
hundred
percent
by
2050.
6
The
plan
shall
focus
on
the
development
of
renewable
energy
7
production
in
the
state,
including
but
not
limited
to
renewable
8
fuel
production,
infrastructure
improvements
to
facilitate
9
increased
capacity
and
new
technology,
and
increased
energy
10
efficiency.
The
plan
shall
be
included
in
the
annual
report
11
submitted
to
the
general
assembly
and
the
legislative
services
12
agency
by
January
15,
2020,
as
required
under
subsection
3,
13
paragraph
“b”
.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
16
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
directs
the
Iowa
energy
center
to
develop
a
18
strategic
plan
which
provides
a
framework
for
achieving
the
19
production
of
80
percent
of
the
state’s
energy
needs
from
20
renewable
energy
sources
by
2030,
and
100
percent
by
2050.
21
The
plan
shall
focus
on
the
development
of
renewable
energy
22
production
in
Iowa,
including
but
not
limited
to
renewable
23
fuel,
infrastructure
improvements
to
facilitate
increased
24
capacity
and
new
technology,
and
increased
energy
efficiency.
25
The
plan
shall
be
included
in
the
annual
report
submitted
to
26
the
general
assembly
and
legislative
services
agency
by
January
27
15,
2020.
