S.F. 245 Section 1. Section 261.130, subsection 2, Code 2019, is 1 amended to read as follows: 2 2. Skilled workforce shortage tuition grants shall be 3 awarded only to students pursuing a career-technical or career 4 option program in an industry identified as having a shortage 5 of skilled workers by a community college after conducting a 6 regional skills gap analysis or as being a high-demand job by 7 the department of workforce development in the department’s 8 most recent quarterly report pursuant to section 84A.6, 9 subsection 4 list of high-demand jobs . If a community college 10 no longer identifies the industry as having a shortage of 11 skilled workers or the department no longer identifies the 12 industry as a high-demand job, an eligible student who received 13 a grant for a career-technical or career option program based 14 on that identification shall continue to receive the grant 15 until achieving a postsecondary credential, up to an associate 16 degree, as long as the student is continuously enrolled in 17 that program and continues to meet all other eligibility 18 requirements. 19 Sec. 2. Section 261.130, subsection 8, paragraph d, Code 20 2019, is amended to read as follows: 21 d. Make an annual report to the governor and general 22 assembly. The report shall include the number of students 23 receiving assistance and the industries identified by 24 the community colleges and by the department of workforce 25 development pursuant to section 84A.6, subsection 4 , for which 26 students were admitted to a career-technical or career option 27 program. 28 EXPLANATION 29 The inclusion of this explanation does not constitute agreement with 30 the explanation’s substance by the members of the general assembly. 31 This bill strikes references in eligibility and reporting 32 requirements for the skilled workforce shortage tuition grant 33 program to the quarterly report by the department of workforce 34 development on industries the department identifies as having 35 -1- LSB 1178SV (1) 88 je/jh 1/ 2
S.F. 245 a shortage of skilled workers. The quarterly reporting 1 requirement will be stricken July 1, 2019, by 2018 Iowa Acts, 2 chapter 1067, section 9. The bill instead provides references 3 to a list of high-demand jobs by the department. 4 The bill also provides that if a community college no longer 5 identifies an industry as having a shortage of skilled workers 6 or the department no longer identifies the industry as a 7 high-demand job, an eligible student who received a skilled 8 workforce shortage tuition grant for a career-technical or 9 career option program based on that identification shall 10 continue to receive the grant until achieving a postsecondary 11 credential, up to an associate degree, as long as the student 12 is continuously enrolled in that program and continues to meet 13 all other eligibility requirements. 14 -2- LSB 1178SV (1) 88 je/jh 2/ 2
