REBUILD IOWA INFRASTRUCTURE FUND ==== DEPARTMENT 1 2 OF CORRECTIONS == HOME BUILDING PROGRAM APPROPRIATION. There 1 3 is appropriated from the rebuild Iowa infrastructure fund to 1 4 the department of corrections for the fiscal year beginning 1 5 July 1, 2018, and ending June 30, 2019, the following amount, 1 6 or so much thereof as is necessary, to be used for the purposes 1 7 designated: 1 8 For costs associated with site development and improvement, 1 9 construction, and related equipment purchases necessary for 1 10 establishing a home building program to provide low=cost homes 1 11 for income=qualified buyers, notwithstanding section 8.57, 1 12 subsection 5, paragraph "c": 1 13 .................................................. $ 2,000,000 1 14 In developing the home building program, Iowa prison 1 15 industries shall be authorized to contract with a nonprofit 1 16 organization to operate the program and to provide an inmate 1 17 workforce for the program consistent with the objectives of 1 18 section 904.801. 1 19 EXPLANATION 1 20 The inclusion of this explanation does not constitute agreement with 1 21 the explanation's substance by the members of the general assembly. 1 22 This bill appropriates project funding for FY 2018=2019 1 23 from the rebuild Iowa infrastructure fund to the department 1 24 of corrections for certain costs associated with establishing 1 25 a home building program to provide low=cost homes for 1 26 income=qualified buyers. The bill authorizes Iowa prison 1 27 industries to contract with a nonprofit organization to operate 1 28 the program and to provide an inmate workforce for the program 1 29 consistent with Code section 904.801 relating to the objective 1 30 of prison industries to provide inmates with meaningful jobs 1 31 and rehabilitative work.
