COMMITTEE.

1.
According
to
the
2018
condition
of
education
annual
2
report,
forty
and
one-half
percent
of
Iowa
students
are
3
eligible
for
free
and
reduced
price
meals
under
the
federal
4
National
School
Lunch
Act
and
the
federal
Child
Nutrition
Act
5
of
1966,
42
U.S.C.
§1751-1785,
the
most
widely
used
measure
of
6
student
poverty.
The
percentage
of
students
eligible
for
free
7
and
reduced
price
meals
is
up
from
twenty-seven
percent
in
the
8
2000-2001
school
year.
9
2.
Students
from
low-income
households
often
lack
10
educational
resources
and
advantages
that
are
common
in
more
11
affluent
households.
In
order
to
supplement
the
resources
and
12
opportunities
for
those
students
from
low-income
households,
13
the
state
should
study
methods
of
providing
additional
funding
14
to
school
districts
for
such
students.

3.
The
school
finance
formula
review
committee
established
16
under
section
257.1,
subsection
4,
met
on
December
13,
2019,
17
and
recommended
to
the
general
assembly
the
creation
of
a
18
poverty
weighting
study
committee.

4.
The
state
board
of
education
shall
establish
a
study
20
committee
to
make
recommendations
for
funding
methodologies
to
21
provide
additional
funding
to
school
districts
for
students
22
from
low-income
households.
The
department
of
education
shall
23
work
cooperatively
to
provide
staffing
assistance
for
the
study
24
committee.
A
majority
of
the
members
of
the
study
committee
25
shall
constitute
a
quorum.
The
study
committee
shall
be
26
composed
of
all
of
the
following:
27
a.
One
member
appointed
by
the
Iowa
association
of
school
28
boards.
29
b.
One
member
appointed
by
the
urban
education
network.
30
c.
One
member
appointed
by
the
Iowa
state
education
31
association.
32
d.
One
member
appointed
by
the
school
administrators
of
33
Iowa.
34
e.
One
member
who
is
a
teacher,
principal,
or
35

superintendent,
appointed
by
each
of
the
eight
school
districts
1
in
the
state
with
the
highest
percentage
of
students
eligible

for
free
and
reduced
price
meals.

the
eight
school
districts

in
the
state
with
the
highest
percentage

limited

January
15,
2021,
the
study
committee
shall
submit
10
recommendations
to
the
general
assembly
for
new
or
modified

funding
methodologies
to
provide
additional
funding
for
12
students
from
low-income
households.

The
school
finance
formula
review
committee
established

under
Code
section
257.1(4)
met
on
December
13,
2019,
and

recommended
to
the
general
assembly
the
creation
of
a
poverty

weighting
study
committee.
This
bill
directs
the
state
20
board
of
education
to
establish
a
study
committee
to
make
21
recommendations
for
funding
methodologies
to
provide
additional
22
funding
for
students
from
low-income
households.
The
bill
23
directs
the
department
of
education
to
work
cooperatively
24
to
provide
staffing
assistance
for
the
study
committee
and
25
establishes
the
various
persons
comprising
the
study
committee.
26
By
January
15,
2021,
the
study
committee
is
required
to
submit
27
recommendations
to
the
general
assembly
for
new
or
modified
28
funding
methodologies
to
provide
additional
funding
for
29
students
from
low-income
households.
