S.F. 2210 Section 1. Section 267A.1, subsection 2, Code 2020, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . e. To provide a framework for collaboration 3 among government agencies, public universities and community 4 colleges, organizations, private sector entities, and others 5 in supporting efforts to address food insecurity in the state, 6 especially among individuals with limited incomes. 7 Sec. 2. Section 267A.2, Code 2020, is amended by adding the 8 following new subsections: 9 NEW SUBSECTION . 3A. “Double up food bucks program” means 10 the state program funded through the federal Gus Schumacher 11 nutrition incentive program to increase the value of federal 12 supplemental nutrition assistance program benefits when used to 13 purchase fresh fruits and vegetables. 14 NEW SUBSECTION . 3B. “Food hub” means a centrally located 15 facility with a business management structure that facilitates 16 the aggregation, storage, processing, distribution, or 17 marketing of local or regional food products. 18 Sec. 3. Section 267A.3, subsection 2, Code 2020, is amended 19 by adding the following new paragraph: 20 NEW PARAGRAPH . d. (1) The director of the department of 21 human services, or the director’s designee, for the purpose 22 of providing expertise relating to efforts to address food 23 insecurity including the supplemental nutrition assistance 24 program. 25 (2) The director of public health, or the director’s 26 designee, for the purpose of providing expertise relating to 27 efforts to address food insecurity including the federal Gus 28 Schumacher nutrition incentive program. 29 Sec. 4. Section 267A.6, Code 2020, is amended by adding the 30 following new subsection: 31 NEW SUBSECTION . 3. Collaboration among human services, 32 health, agricultural, and other public and private agencies 33 and organizations in the state with interest or expertise 34 in addressing food insecurity. S.F. 2210 include increasing access to local, fresh, and healthy foods, 1 especially for individuals with limited incomes, through 2 activities including but not limited to the development and 3 expansion of alternatives such as food hubs and double up food 4 bucks program sites, and through expansion and increased public 5 awareness of programs that address food insecurity such as the 6 double up food bucks program. 7 Sec. 5. LOCAL FOOD AND FARM PROGRAM FUND —— APPROPRIATION TO 8 ADDRESS FOOD INSECURITY —— SUPPORT OF FOOD HUBS AND OTHER SITES 9 AND THE DOUBLE UP FOOD BUCKS PROGRAM. 10 1. There is appropriated from the general fund of the 11 state to the department of agriculture and land stewardship 12 for deposit in the local food and farm program fund created in 13 section 267A.5, for the fiscal year beginning July 1, 2020, and 14 ending June 30, 2021, the following amount, or so much thereof 15 as is necessary, to be used for the purposes designated: 16 To support collaborative efforts as described in this Act to 17 address food insecurity and to increase access to local, fresh, 18 and healthy foods, especially for individuals with limited 19 incomes, through activities including but not limited to the 20 development and expansion of alternatives such as food hubs 21 and double up food bucks program sites, and through expansion 22 and increased public awareness of programs that address food 23 insecurity such as the double up food bucks program: 24 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,000,000 25 2. Moneys deposited in the local food and farm program fund 26 pursuant to subsection 1 shall be allocated by the local food 27 and farm program council established in section 267A.3. 28 3. The local food and farm program coordinator shall 29 collaborate with the department of human services, the 30 department of public health, and specifically the healthiest 31 state initiative to coordinate efforts in developing and 32 expanding food hubs and double up food bucks program sites 33 throughout the state and in increasing public awareness 34 regarding programs that address food insecurity including the 35 -2- LSB 5248XS (3) 88 pf/rh 2/ 5

The local food and farm program 1 coordinator shall include an evaluation of the progress of 2 these activities in the annual report required pursuant to 3 section 267A.7 4 4. Notwithstanding section 8.33, moneys that remain 5 unencumbered or unobligated at the end of the fiscal year shall 6 not revert but shall remain available to support the purposes 7 of this section for the succeeding fiscal year. 8 EXPLANATION 9 The inclusion of this explanation does not constitute agreement with 10 the explanation’s substance by the members of the general assembly. 11 This bill relates to increasing collaborative efforts to 12 address food insecurity. 13 The bill makes changes to the local food and farm program 14 (program), established under the department of agriculture and 15 land stewardship, to increase collaboration between various 16 entities that address food insecurity. 17 The bill adds to the stated goals of the program the goal 18 of providing a framework for collaboration among government 19 agencies, public universities and community colleges, 20 organizations, private sector entities, and others, in 21 supporting efforts to address food insecurity in the state, 22 especially among individuals with limited incomes. 23 The bill increases the membership of the local food and farm 24 program council, which advises the local food and farm program 25 coordinator in carrying out the purposes and goals of the local 26 food and farm program. Under the bill, the additional members 27 include the director of the department of human services, or 28 the director’s designee, for the purpose of providing expertise 29 relating to efforts to address food insecurity including the 30 supplemental nutrition assistance program (SNAP); and the 31 director of public health, or the director’s designee, for the 32 purpose of providing expertise relating to efforts to address 33 food insecurity including the double up food bucks program. 34 Under the local food and farm program, the local food 35 -3- LSB 5248XS (3) 88 pf/rh 3/ 5
S.F. 2210 and farm program coordinator is created within Iowa state 1 university as part of its cooperative extension service in 2 agriculture and home economics. The coordinator is the primary 3 state official charged with carrying out the purposes and 4 goals of the program. The bill specifically adds to the 5 duties of the coordinator in developing and administering 6 the program, to improve collaboration among human services, 7 health, agricultural, and other public and private agencies 8 and organizations in the state with interest or expertise in 9 addressing food insecurity. Collaborative efforts include 10 increasing access to local, fresh, and healthy foods, 11 especially for individuals with limited incomes, through 12 activities including but not limited to the development and 13 expansion of alternatives such as food hubs and double up food 14 bucks program sites, and through expansion and increased public 15 awareness of programs that address food insecurity such as the 16 double up food bucks program. 17 The bill makes an appropriation of $1 million from the 18 general fund of the state to the department of agriculture and 19 land stewardship for deposit in the local food and farm program 20 fund for the fiscal year beginning July 1, 2020, and ending 21 June 30, 2021, for the purposes of supporting collaborative 22 efforts as described in the bill to address food insecurity 23 and to increase access to local, fresh, and healthy foods, 24 especially for individuals with limited incomes, through 25 activities including but not limited to the development and 26 expansion of alternatives such as food hubs and double up food 27 bucks program sites, and through expansion and increased public 28 awareness of programs that address food insecurity such as the 29 double up food bucks program. Moneys deposited in the local 30 food and farm program fund shall be allocated by the local food 31 and farm program council. The local food and farm program 32 coordinator shall collaborate with the department of human 33 services, the department of public health, and specifically the 34 healthiest state initiative to coordinate efforts in developing 35 -4- LSB 5248XS (3) 88 pf/rh 4/ 5

The local food and farm program 4 coordinator shall include an evaluation of the progress of 5 these activities in the coordinator’s required annual report 6 submitted to the governor and the general assembly for the 7 program.
