S.F. 2208 Section 1. Section 80.45, subsection 3, Code 2020, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . 0g. Promote training on human trafficking 3 investigations and prosecutions related to missing and murdered 4 indigenous women and children with the office of the attorney 5 general, the office of the prosecuting attorneys training 6 coordinator, the Iowa law enforcement academy, the department, 7 and state and local law enforcement agencies throughout the 8 state. 9 Sec. 2. Section 694.10, subsection 2, paragraphs b and c, 10 Code 2020, are amended to read as follows: 11 b. Develop training programs for local law enforcement 12 personnel concerning appropriate procedures to report missing 13 persons , including indigenous women and children, to the 14 clearinghouse and to comply with legal procedures relating to 15 missing person cases. 16 c. Provide specialized training to law enforcement officers, 17 in conjunction with the law enforcement academy, to enable 18 the officers to more efficiently handle the tracking of 19 missing persons and unidentified bodies on the local level. 20 Specialized training shall also be provided on conducting 21 investigations related to missing and murdered indigenous women 22 and children. 23 Sec. 3. Section 694.10, subsection 2, Code 2020, is amended 24 by adding the following new paragraph: 25 NEW PARAGRAPH . l. Prepare guidelines and uniform procedures 26 for the reporting and investigation of missing and murdered 27 indigenous women and children. The department shall distribute 28 the guidelines and uniform procedures to law enforcement 29 agencies throughout the state. 30 Sec. 4. NEW SECTION . 694.11 Indigenous women and children 31 —— cooperation with other agencies and governmental entities. 32 The department of public safety shall collect data and 33 information related to missing indigenous women and children 34 in this state and cooperate with similar divisions, bureaus, 35 -1- LSB 6156XS (5) 88 ko/rh 1/ 2
S.F. 2208 or departments of other states, tribal governments, law 1 enforcement agencies, county and local governments, county and 2 local law enforcement agencies, the bureau of Indian affairs of 3 the United States department of the interior, and the federal 4 bureau of investigation, to investigate and locate the missing 5 indigenous women and children. 6 EXPLANATION 7 The inclusion of this explanation does not constitute agreement with 8 the explanation’s substance by the members of the general assembly. 9 This bill relates to missing and murdered indigenous women 10 and children. 11 The bill directs the office to combat human trafficking 12 to promote training on human trafficking investigations and 13 prosecutions related to missing and murdered indigenous women 14 and children to various entities as detailed in the bill. 15 The bill directs the department of public safety 16 (department) to develop training programs for local law 17 enforcement personnel concerning appropriate procedures 18 to report missing indigenous women and children to the 19 missing person information clearinghouse and to provide 20 specialized training to law enforcement officers on conducting 21 investigations related to missing and murdered indigenous women 22 and children. 23 The department is required to prepare guidelines and uniform 24 procedures for the reporting and investigation of missing 25 and murdered indigenous women and children and distribute 26 such guidelines and procedures to law enforcement agencies 27 throughout the state. The department is also required to 28 collect data and information related to missing indigenous 29 women and children in this state and cooperate with the 30 entities detailed in the bill to investigate and locate the 31 missing indigenous women and children. 32 -2- LSB 6156XS (5) 88 ko/rh 2/ 2
