  1  1    Section 1.  Section 602.3101, Code 2016, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  3.  The supreme court shall supervise the
  1  4 board and may review, approve, modify, or reject any board
  1  5 action, procedure, or decision. The supreme court may adopt
  1  6 rules to implement this subsection.
  1  7    Sec. 2.  Section 602.3201, Code 2016, is amended to read as
  1  8 follows:
  1  9    602.3201  Requirement of certification == use of title ==
  1 10  exempt status.
  1 11    1.  A person shall not engage in the profession of shorthand
  1 12 reporting unless the person is certified pursuant to this
  1 13 chapter, or otherwise exempted pursuant to section 602.6603,
  1 14 subsection 4. Only a person who is certified by the board
  1 15 may assume the title of certified shorthand reporter, or use
  1 16 the abbreviation C.S.R., or any words, letters, or figures to
  1 17 indicate that the person is a certified shorthand reporter.
  1 18    2.  If a person's certification as a shorthand reporter is
  1 19 placed in exempt status, the person nonetheless may transcribe
  1 20 or certify a proceeding the person reported while certified
  1 21 as an active shorthand reporter. A person transcribing or
  1 22 certifying a proceeding pursuant to this subsection shall
  1 23 remain subject to the jurisdiction of the board of examiners
  1 24 of shorthand reporters.
  1 25                           EXPLANATION
  1 26 The inclusion of this explanation does not constitute agreement with
  1 27 the explanation's substance by the members of the general assembly.
  1 28    This bill relates to the placement of shorthand reporters in
  1 29 exempt status and to the supervision of the board of examiners
  1 30 of shorthand reporters.
  1 31    The bill provides that the supreme court shall supervise the
  1 32 board of examiners of shorthand reporters and have authority to
  1 33 review, approve, modify, or reject a board action, procedure,
  1 34 or decision. The bill also provides that the supreme court
  1 35 may adopt rules relating to the supervision of the board of
  2  1 examiners of shorthand reporters.
  2  2    The bill provides that if a shorthand reporter's
  2  3 certification is placed in exempt status, the reporter
  2  4 may nonetheless transcribe or certify a proceeding that
  2  5 was reported while the reporter was certified as an active
  2  6 shorthand reporter.  A reporter transcribing or certifying a
  2  7 proceeding while in exempt status shall remain subject to the
  2  8 jurisdiction of the board of examiners of shorthand reporters.
