Senate File 2155 - Reprinted SENATE FILE BY COMMITTEE ON APPROPRIATIONS (SUCCESSOR TO SSB 3106) (As Amended and Passed by the Senate February 24, 2016) A BILL FOR 1 An Act creating a statewide land mobile radio communications 2 system fund, making an appropriation, and including 3 effective date provisions. 4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: SF 2155 (3) 86 rn/rj/jh PAG LIN 1 1 Section 1. NEW SECTION. 80.29A Statewide land mobile radio 1 2 communications system fund. 1 3 1. A statewide land mobile radio communications system 1 4 fund is created in the state treasury under the control 1 5 of the department. Moneys in the fund are appropriated 1 6 to the department for purposes of establishing a statewide 1 7 land mobile radio communications system to be administered 1 8 by the department in coordination with the department of 1 9 transportation. 1 10 2. Notwithstanding section 12C.7, subsection 2, interest 1 11 or earnings on moneys in the fund shall be credited to the 1 12 fund and shall be used for costs associated with construction 1 13 of the statewide land mobile radio communications system. 1 14 Notwithstanding section 8.33, moneys credited to the fund that 1 15 remain unexpended or unobligated at the end of a fiscal year 1 16 through the fiscal year beginning July 1, 2021, and ending June 1 17 30, 2022, shall not revert to any other fund. 1 18 Sec. 2. STATEWIDE LAND MOBILE RADIO COMMUNICATIONS SYSTEM 1 19 APPROPRIATION. There is appropriated from the general fund 1 20 of the state for the fiscal year beginning July 1, 2015, and 1 21 ending June 30, 2016, the following amount, or so much thereof 1 22 as is necessary, to be used for the purposes designated: 1 23 1. For deposit in the statewide land mobile radio 1 24 communications system fund created in section 80.29A: 1 25 .................................................. $ 20,371,298 1 26 2. The Iowa telecommunications and technology commission 1 27 shall collaborate with the department of public safety 1 28 regarding the deployment of the statewide land mobile radio 1 29 communications system network and the ongoing operations of 1 30 the network. The commission, as required by the department, 1 31 shall provide project management regarding the technical 1 32 network deployment and ongoing network operations, including 1 33 the procurement of any vendor services or equipment necessary 1 34 for the technical network deployment and ongoing operations. 1 35 The department of public safety, in conjunction with the 2 1 state department of transportation, shall at all times retain 2 2 overall responsibility for the statewide land mobile radio 2 3 communications system network and primary responsibility for 2 4 the operational policy of the network. 2 5 Sec. 3. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 2 6 immediate importance, takes effect upon enactment. SF 2155 (3) 86 rn/rj/jh
