Section
1.
Section
321.34,
Code
2014,
is
amended
by
adding
1
the
following
new
subsection:
2
NEW
SUBSECTION
.
14A.
Disabled
veteran
plates.
An
owner
3
referred
to
in
subsection
12,
or
an
owner
of
a
trailer
used
4
to
transport
a
wheelchair,
who
is
a
veteran
of
the
armed
5
forces
of
the
United
States
and,
due
to
a
service-connected
6
disability,
is
a
person
with
a
disability
as
defined
in
7
section
321L.1
may,
upon
written
application
to
the
department,
8
order
special
registration
plates
with
a
disabled
veteran
9
processed
emblem.
The
processed
emblem
shall
be
designed
by
10
the
department
in
consultation
with
the
adjutant
general.
11
The
special
registration
plates
with
a
disabled
veteran
12
processed
emblem
shall
only
be
issued
if
the
application
is
13
accompanied
by
documentation
identifying
the
person
as
a
14
disabled
veteran
with
a
service-connected
disability
along
15
with
a
statement
from
a
physician
licensed
under
chapter
148
16
or
149,
a
physician
assistant
licensed
under
chapter
148C,
an
17
advanced
registered
nurse
practitioner
licensed
under
chapter
18
152,
or
a
chiropractor
licensed
under
chapter
151,
written
on
19
the
physician’s,
physician
assistant’s,
nurse
practitioner’s,
20
or
chiropractor’s
stationery,
stating
the
nature
of
the
21
applicant’s
service-connected
disability
and
such
additional
22
information
as
required
by
rules
adopted
by
the
department.

The
application
shall
be
approved
by
the
department,
and
the
24
disabled
veteran
plates
shall
be
issued
to
the
applicant
in
25
exchange
for
the
registration
plates
previously
issued
to
the
26
person.
There
shall
be
no
fee
in
addition
to
the
regular
27
annual
registration
fee
for
the
disabled
veteran
plates
issued
28
under
this
subsection.
The
registration
plates
with
a
disabled
29
veteran
processed
emblem
shall
be
surrendered
in
exchange
for
30
regular
registration
plates
as
provided
in
subsection
12
when
31
the
owner
of
the
vehicle
no
longer
qualifies
as
a
person
with
a
32
disability
as
defined
in
section
321L.1.

read
as

for

trailer
used
to

wheelchair
pursuant
to
section
321.34

addition

to
persons
with
disabilities
registration
plates
or
disabled
8
veteran
registration
plates
ordered
by
the
applicant
for
a
9
motor
vehicle
used
to
tow
such
a
trailer
pursuant
to
section

321.34
.

EXPLANATION
12
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
13
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
provides
for
the
issuance
of
special
vehicle
15
registration
plates
with
a
disabled
veteran
processed
16
emblem,
to
be
designed
by
the
department
of
transportation
in
17
consultation
with
the
adjutant
general.
The
special
disabled
18
veteran
plates
are
available
to
the
owner
of
a
motor
truck,
19
motor
home,
multipurpose
vehicle,
motorcycle,
trailer,
or
20
travel
trailer
who
is
a
veteran
of
the
armed
forces
of
the
21
United
States
and,
due
to
a
service-connected
disability,
meets
22
the
definition
of
a
person
with
a
disability
eligible
to
use
23
persons
with
disabilities
parking
spaces.
Application
for
24
the
disabled
veteran
registration
plates
must
be
accompanied
25
by
documentation
identifying
the
person
as
a
disabled
veteran
26
with
a
service-connected
disability
along
with
a
statement
27
from
a
physician,
physician
assistant,
advanced
registered
28
nurse
practitioner,
or
chiropractor
stating
the
nature
of
the
29
applicant’s
service-connected
disability
and
any
additional
30
information
required
by
rules
adopted
by
the
department.
Upon
31
approval
of
the
application
by
the
department,
the
disabled
32
veteran
registration
plates
shall
be
issued
without
any
33
additional
fee,
other
than
the
regular
registration
fee
for
34
the
vehicle.
The
disabled
veteran
registration
plates
shall

serve
as
a
persons
with
a
disability
parking
permit
for
the
1
disabled
veteran.
As
with
regular
persons
with
disabilities
2
special
plates,
the
disabled
veteran
plates
are
required
to
be

surrendered
in
exchange
for
regular
registration
plates
when
4
the
owner
of
the
vehicle
no
longer
qualifies
as
a
person
with
a
5
disability
for
purposes
of
special
parking
privileges.
