  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 321.384, Code 2018, is amended to read
  1  2 as follows:
  1  3    321.384  When lighted lamps required.
  1  4    1.  Every motor vehicle upon operated on a highway within the
  1  5 state, at any time from sunset to sunrise, and at such other
  1  6 times when conditions such as during any period of fog, snow,
  1  7 sleet, or rain provide insufficient lighting to render clearly
  1  8 discernible persons and vehicles on the highway at a distance
  1  9 of five hundred feet ahead, shall display lighted headlamps as
  1 10 provided in section 321.415, subject to exceptions provided in
  1 11 this chapter with respect to parked vehicles as hereinafter
  1 12 stated.
  1 13    2.  Whenever Any requirement is hereinafter declared as to
  1 14  provided in this chapter regarding the distance from which
  1 15 certain lamps and devices shall render objects visible or
  1 16 within which such lamps or devices shall be visible, said
  1 17 provisions shall apply during the times stated in subsection
  1 18 1 of this section upon a straight level unlighted highway
  1 19 under normal atmospheric conditions unless a different time or
  1 20 condition is expressly stated.
  1 21    Sec. 2.  Section 321.415, Code 2018, is amended by adding the
  1 22 following new subsection:
  1 23    NEW SUBSECTION.  3.  A motor vehicle's factory=installed
  1 24 daytime running headlamps shall be deemed to satisfy the
  1 25 requirements of subsection 1 if the distribution of light is
  1 26 directed high enough and is of sufficient intensity to reveal
  1 27 persons and vehicles at a safe distance in advance of the
  1 28 vehicle.
