  1  1    Section 1.  TERMINATION OF MEDICAID MANAGED CARE CONTRACTS
  1  2 == TRANSITION PERIOD == ALTERNATIVES FOR HEALTH CARE DELIVERY
  1  3 AND PAYMENT REFORM.
  1  4    1.  The department of human services shall, upon the
  1  5 effective date of this Act, provide written notice in
  1  6 accordance with the termination provisions of the contract,
  1  7 to each managed care organization with whom the department
  1  8 executed a contract to administer the Iowa high quality health
  1  9 care initiative as established by the department, to terminate
  1 10 such contracts following a one=hundred=eighty=day transition
  1 11 period.  The transition period shall be based on a transition
  1 12 plan developed by the department and submitted to the council
  1 13 on human services and the medical assistance advisory council
  1 14 for review.  The department of human services shall seek any
  1 15 Medicaid state plan or waiver amendments necessary to complete
  1 16 the transition.
  1 17    2.  The department shall continue to pursue other
  1 18 initiatives to realign the Medicaid health care delivery system
  1 19 and provide holistic, integrated, patient=centered care while
  1 20 moving toward a value=based model of payment reform, including
  1 21 but not limited to the healthiest state initiative, the Iowa
  1 22 health and wellness plan created pursuant to chapter 249N, the
  1 23 state innovation models initiative utilizing accountable care
  1 24 organizations, and integrated health homes.
  1 25    Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of immediate
  1 26 importance, takes effect upon enactment.
  1 27                           EXPLANATION
  1 28 The inclusion of this explanation does not constitute agreement with
  1 29 the explanation's substance by the members of the general assembly.
  1 30    This bill directs the department of human services (DHS)
  1 31 to provide written notice in accordance with the termination
  1 32 provisions of the contract, to each managed care organization
  1 33 with whom DHS executed a contract to administer the Iowa
  1 34 high quality health care initiative as established by the
  1 35 department, to terminate such contracts following a 180=day
  2  1 transition period.  The transition is to be based on a
  2  2 transition plan developed by the department and submitted
  2  3 to the council on human services and the medical assistance
  2  4 advisory council for review. The bill directs DHS to seek any
  2  5 Medicaid state plan or waiver amendments necessary to complete
  2  6 the transition. The bill directs DHS to continue to pursue
  2  7 other initiatives to realign the Medicaid health care delivery
  2  8 system and provide holistic, integrated, patient=centered care
  2  9 while moving toward a value=based model of payment reform. The
  2 10 bill takes effect upon enactment.
